- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-86, effective 01 Feb 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 332420 with a small business size standard of 750 employees. This acquisition is open to all small businesses. Government anticipates this will be a firm-fixed priced contract STATEMENT OF NEED: The National Institute of Health, is seeking to purchase 5 additional Chart Cryo Freezers and gloves. The CPS is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported. Similarly, the Cell Processing Section provides cellular products to the NIH's patients and services to intramural clinicians and researchers. Per (AABB) regulation, patient related products must be stored for at least 10 years for possible further testing. Liquid nitrogen, to date, is the worldwide method used for long term storage (freezing) of biologics for clinical applications. The liquid nitrogen must be contained in specific tanks, organized with frames to contain products properly packaged and individually separated from one another. The CPS presently has ten (10) MVE tanks with exact characteristics and dimensions as the ones being requested. Olgoonick Management Services, LLC, per the NIH Ofc. of Research Services, constructed the existing liquid nitrogen (LN2) system on behalf of the Clinical Center. This consisted of Chart designing the system, running the piping, and connecting the existing system for the ten (10) Cryo MVE tanks in place. In essence, these tanks for the Cell Processing Section's 2J lab, represents an extension of the set up currently in place in this institute and cannot be readily changed without it making a major impact. Also, the tanks are regulated with our Rees monitoring system which monitors critical parameters such as temperature, humidity, differential pressure, lighting control, carbon dioxide, oxygen, light and air changes of our DTM (clinical) freezers, refrigerators, and the existing MVE tanks.
