- Statement of Work The Naval Research Lab (NRL) has a requirement for satellite networks to support ongoing NRL research and development efforts as well as contingency operations at CONUS and OCONUS locations. The purpose of this Request for Information (RFI) is to determine if there are any small businesses capable of satisfying the government's requirements. Attached to this document is a draft Statement of Work. The Government is currently in the planning stages for this procurement and therefore will continue to modify the language within the Statement of Work as necessary. The attached document does not represent a final Statement of Work. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the government's requirement is sought. The anticipated North American Classification System Code (NAICS) for this requirement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (Except Biotechnology). The business size standard is 1,000 employees. Your response should identify your business size (large or small) in relation to this NAICS code. Capabilities package: NRL is assessing the existence of sources and is requesting capability packages from industry on the requirements below. NRL is seeking a prime that possesses an in-depth understanding of the requirements and is capable of demonstrating and completing all requirements identified in the SOW. Responses must be limited to no more than 20 pages. Interested Sources are discouraged from submitting product literature in response to this RFI. Any submission of such product literature or ‘catalog cut sheets' will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposals (RFP). NRL will not pay for information or comments provided and will not recognize any costs associated with submission of comments. RESPONSES ARE DUE NO LATER THAN 15 April 2016, 1:00 PM EST.
