- Description
- Industry Day - Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (JCREW) Increment One Block One (I1B1) Full Rate Production This notice invites industry to participate in a Program Executive Office, Acquisition and Commonality, SEA06 - Expeditionary Missions (EXM), PMS-408 Industry Day to communicate an overview of the manufacturing and production efforts needed for the Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (JCREW) Increment One Block One (I1B1) Program. The Department of the Navy has a requirement for a Full Rate Production (FRP) build-to-print (BTP) effort for the JCREW I1B1 System of Systems (SoS) to support U.S. Forces' dominance over the electromagnetic spectrum. The FRP requirement includes a BTP effort for three systems that utilize common components, software, and hardware solutions for an open, flexible, and compatible system design. The approach is modular, interoperable, affordable, and permits future Technical Insertion/Refresh plans enabling JCREW I1B1 to maintain the technical edge in future operating environments. Successful offerors must have the facilities necessary to design, fabricate, integrate, test and deliver the types and quantities of systems, support equipment, and training materials specified, using a government validated Technical Data Package (TDP) established under the Low Rate Initial Production (LRIP) effort. Engineering services necessary to support integration of Technical Insertion/Refresh plans will be included in this effort. Industry Day will be held from 0800 to approximately 1500 on April 14, 2016 at The MITRE Corporation, Building 1, 7525 Colshire Road, McLean, VA 22102-7539. Due to space limitations, the number of participants is restricted to five (5) per company. All participants must be U.S. citizens and have a SECRET clearance, verified in the Joint Personnel Adjudicative System (JPAS). Participation by small and small disadvantaged businesses is encouraged. Interested parties must submit the posted registration form, alphabetized by last name, via e-mail, NLT 1600 EDT 8 April 2016 to Mr. Jordan Pitt at Jordan.Pitt@alcyoneinc.net, and submit a visit request in accordance with the attached MITRE Corporation Visit Request Form. Attendees must provide information in advance in order to ensure access to the Industry Day venue and assure adequate seating for attendees. Potential offerors are encouraged to submit questions and comments to the Contracting Officer, Brendan Kittredge, by 1600 EST, April 8, 2016 at brendan.kittredge@navy.mil. The Government may address these questions on Industry Day or subsequently post responses on FedBizOpps. Attendees will have the opportunity to submit additional questions during Industry Day and those questions may be addressed during the question and answer session or afterwards on FedBizOpps. The Government will also post a list of all interested parties on FedBizOpps. This notice is provided for information only and is not a Request for Proposal or announcement of a solicitation. This synopsis does not constitute an Invitation for Bid or Request for Proposal, and it is not to be construed as a commitment by the Government to issue a contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement nor will the Government return any data provided. Interested offerors should watch FedBizOpps for the release of any future RFP announcement at http://www.fedbizopps.gov. The Government anticipates RFP release in third quarter Fiscal Year (FY) 2016, with an anticipated award date in fourth quarter FY 2017.
