Revised Sources Sought Notice - NAICS revision to 541990 THIS SOURCES SOUGHT NOTICE IS FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS ANNOUNCEMENT CLOSES at 1:00 p.m. EDT on 11 April 2016. The Government is seeking industry input from all sources at this time to identify interested sources for this requirement and determine if any resultant acquisition should be competed as a total small business set-aside under the auspices of the Federal Acquisition Regulation (FAR) Part 19. The anticipated applicable North American Industry Classification System (NAICS) for this requirement is 541990, All Other Professional, Scientific, and Technical Services, with a size standard of $15M. Interested parties must be registered under NAICS 541990 in SAM (System for Award Management) at www.sam.gov. Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining the acquisition strategy to obtain professional training services, maintenance, and development of products including, but not limited to, Aircrew Training Device (ATD)/Aircrew Training Aide (ATA) development, and ATD/ATA maintenance, performed at Detachment 9 (Det 9), Air Combat Command (ACC) Training Support Squadron (TRSS), Luke Air Force Base (AFB), Arizona. The period of performance will cover a two month Phase-In period, 1 Base Year, and 4 One-Year options. This acquisition will be issued as a Request For Proposal (RFP) on or about April 2016, with an anticipated award timeframe of December 2016. Please note this is an estimated posting time and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website for all subsequent postings. A draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. A determination regarding the set aside status for this effort has not been made. The government is seeking industry input to determine if there are adequate small business concerns capable of performing the follow-on requirement. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties are requested to submit a capabilities package (please limit to no more than 10 pages total) outlining your company's key business abilities relevant to the performance of this requirement (reference Draft PWS) and addressing the questions found in Attachment 1. ATTACHMENT 1 Market Research Questionnaire Questionnaire for ATD/ATA Development and Maintenance Services Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining the acquisition strategy to obtain professional training services, maintenance, and development of products including, but not limited to, Aircrew Training Device (ATD)/Aircrew Training Aide (ATA) development, and ATD/ATA maintenance. As part of the Government's continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this requirement should be set-aside 100% for small business concerns under the auspices of Federal Acquisition Regulation (FAR) Part 19. In order for the Contracting Officer to make a determination to set-aside any acquisition, there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at fair market prices. Total set-asides cannot be made unless such a reasonable expectation exists. The Government believes it is mutually beneficial to all interested parties to make this determination as early as possible in the acquisition process. If your firm intends to submit a proposal as a Prime contractor for this effort, you should respond to the following questions regarding your experience, capabilities, and intentions. The Government is not requesting technical and/or management proposals at this time. Your responses will be used in the formulation of an acquisition strategy solely for the market research purposes of the Government.
