VA786-16-Q-0155 PRE SOLICITATION NOTICE FOR SIDEWALK REPLACEMENT, STORM INLET REPAIRS, & FLOORING REPLACMENT AT WASHINGTON CROSSING NATIONAL CEMETERY, LOCATED AT 830 HIGHLAND ROAD, NEWTON, PA 18940 Project Control #: 926-M&R16-08 Contractor shall furnish all tools, labor, materials, equipment, services, and professional design services to perform work described below, in other specification sections, and on the drawings at Washington Crossing National Cemetery as required by the work scope, specifications, and drawings. Magnitude of Construction: Between $100,000 and $250,000 RFQ VA786-16-Q-0155 - Contractor shall provide all labor, equipment, material and supervision necessary to: This contract is design-build, and as such the contractor shall have under contract a professional design firm which specializes civil, structural and sitework. Contractor shall submit this firm for approval complete with qualifications prior to the start of construction. For all items below, contractor shall submit to the COR for approval a stamped/sealed detail prior to fabrication/installation. Prior to submission to the COR, contractor shall have all submittals reviewed and stamped approved by the designer. Specific work items: Concrete circular area of sidewalk at columbarium area: provide 5" thick concrete sidewalk slab. Excavate for and compact 6" of gravel for the base for this slab. Concrete is to be 6-9% air entrained, 4000psi, slump of 3-5", and reinforced with 4"x4" 6 gauge wire mesh. Reinforcing should be a minimum of 1" from any edge of concrete either vertical or horizontal, and a maximum of 2" from any horizontal edge of concrete. Control joints to match existing and be provided with 1/2" expansion joints and polyurethane caulking. Slope slab at 1:12 to provide drainage to match existing directions. Concrete sidewalk at columbarium area: Work is to match above item 1.2-B-1. Assume sidewalk sections are the larger of the two sizes shown on the scaled drawing (approximately 6'x6'). Slope slab at 1:12 to provide drainage to match existing directions. Concrete sidewalk at admin building: Work is to match above item 1.2-B-1. Control joints to match existing and be provided with 1/2" expansion joints and polyurethane caulking. Slope slab to provide drainage to match existing directions. Columbarium and Niche rehabilitation: There are 6 locations where these repairs are required, and these locations are double-sided because there are niches on each side of the columbarium. Each side will require 5 niches' interiors to be routed and sealed where cracking and separation have occurred. Note this crack is the full vertical height of the niche, and both horizontal lengths have cracked the full length. See drawings for dimensions of the niche interiors. Each side will also require the full height of the columbarium to have a crack routed and sealed. Note that these columbarium sections were not provided with the drawn expansion joint width and sealant between them. Finish for all exposed faces and edges of columbarium units shall be coated with a color coat suitable for cured concrete, such as 'Sonocoat ® Super Colorcoat VOC' manufactured by Sonneborn ® c. (800)433-9517, or approved equivalent. Color and texture to be approved by Owners Designated Representative prior to application of coating. Install a small mock up location and allow to cure to demonstrate color and matching to adjacent units. Manufacturer's literature and color charts shall be submitted as part of the submittal process. Repair drain catch basins: There are 8 locations where these repairs are required. This repair will include removal and patching of concrete and mortar as required to repair to new condition. Each repair shall include a small amount of both earthwork fill and asphalt patching where the earth has caved into the failed catch basin. Concrete repair shall include for installation of (minimum information follows; contractor's design build firm shall provide signed/sealed detail for this work which is typical all work): new #4 rebar dowels epoxied to a 6" depth at no greater than a 12" distance between each rebar dowel. Concrete is to be 6-9% air entrained, 4000psi, slump of 3-5", and reinforced with #4 rebar each way. Reinforcing should be a minimum of 1" from any edge of concrete either vertical or horizontal. As with the general note above that all specific work items shall have the contractor's design build firm provide a signed/sealed detail based on the work required, this repair detail for the catch basin shall have a detail created for the repairs. Asphalt repairs: Where shown on drawings. Asphalt is to meet state highway specifications. Frost heave doors: At 4 locations at the maintenance garage and maintenance office building, remove entire door swing exterior slab and excavate for and install a new slab and base. See drawings for specific door locations. As with all work in this project, the contractor's design-build firm shall provide for a stamped/sealed detail which will prevent the exterior slab from rising due to frost heave. Design solution shall include rigid insulation, frost proof fill, and require no power source. Concrete is to be 6-9% air entrained, 4000psi, slump of 3-5", and reinforced with 4"x4" 6 gauge wire mesh. Reinforcing should be a minimum of 1" from any edge of concrete either vertical or horizontal, and a maximum of 2" from any edge of concrete either vertical or horizontal. Design solution structural work such as tying to the existing building's structure, or inclusion of rebar reinforcing should be included in the bid. Underground utility locating: For area shown on plans, locate all underground utilities and mark locations on a scaled drawing for submission. Include depth of utility, type, and whether the utility is abandoned or active. Excavate as necessary for this investigation. The expected deliverable is a signed/sealed as-built of the underground utilities by a professional engineer who accepts liability for any errors or omissions in this utility location drawing. The burial areas shown will be used by the VA in the near term and the safety of those VA persons excavating in the area is paramount to the Government. Demolish flooring, prep slab, and install new vinyl sheet flooring: For areas indicated on drawings, demolish existing flooring which is half carpeting and half VCT by square footage. Prepare the slab for new vinyl sheet flooring. Modify the existing base as necessary. Install new vinyl sheet flooring. This item will specifically not require a design build solution or stamped/sealed detail. It will require a submission per specifications. It will also require phased coordination with the COR to minimize impact of entire building floor work as discussed above. Submit phasing plan for review and approval. Coordinate with COR for furniture removal and reinstallation which will be by owner. Demolish paint on existing concrete floor, prep slab, and install new resinous flooring in area indicated on drawings. Modify the existing base as necessary. Modify the existing floor slab and door frames/thresholds as necessary to install new work and not adversely affect the thresholds or other existing installations which could be affected by the slight increase in height from the new resinous floor installation. This item will specifically not require a design build solution or stamped/sealed detail. It will require a submission per specifications. It will also require phased coordination with the COR to minimize impact floor work as discussed above. Submit phasing plan for review and approval. Coordinate with COR for furniture removal and reinstallation which will be by owner. Admin Building: Relocate security system zone panels that are currently located within the unconditioned/un-insulated attic space. Panels are collecting condensation, which is running down through conduits and causing damage to electronic boards in the head-end panels. The zone panels can be located in the kiosk closet. Contractor and design build firm shall consult with a security vendor and provide solution detail, and submit and install. Duration: Term of the contract shall be One Hundred & Eighty days (180 days) from receipt of the notice to proceed. The Contractor shall complete all work within 180 calendar days after receipt of notice to proceed, subject to all terms, conditions, provisions and schedules of the contract. All proposals priced less than $150,000 will require one of the alternative payment protections below under this solicitation: "Payment Bond "Irrevocable letter of credit "Tripartite Escrow Agreement All proposals priced greater than or equal to $150,000 will require: Performance Bond and Payment Bond and under this solicitation. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238110 is applicable.
