- Pacific Northwest Crisis Response Commercial Grade Aviation (JAA) Forward Area Refueling Point (FARP) Support Services RFI. Pacific Northwest Crisis Response Commercial Grade Aviation Fuel Over the Shore Support-Services (JAA) RFI. Pacific Northwest Crisis Response Commercial Grade Aviation (JAA) Fuel Support-Services RFI DLA, as the Executive Agent is responsible for providing bulk fuel products from the source to the end user IAW DOD 4140.25-M in support of DoD/Federal customers. DoD is conducting assessment of establishing and sustaining crisis logistics support in response to a major Cascadia Subduction Zone Earthquake in the Pacific Northwest. The planning scenario assumes that all military and commercial fuel logistics infrastructures west of Interstate 5 highway in Washington-Oregon states will be compromised and unusable due to a major Cascadia Subduction Zone earthquake. DLA is requesting that information be provided for the following: 1. Potential solutions from the industry to provide JAA commercial grade fuel over the shore delivery/sustainment and expeditionary fuel terminal (fuel bags) services and/or delivery of JAA to DoD/Federal expeditionary fuel terminals within the Seattle-Portland Washington/Oregon state coastal area. 2. Potential solutions from the industry to provide JAA commercial grade fuel and fuel terminal services and/or delivery of JAA to DoD/Federal ISB expeditionary fuel terminals (fuel bags) within the eastern regions of Washington/Oregon state. 3. Potential solutions from the industry to provide JAA commercial grade fuel sustainment and Forward Area Refueling Point (FARP) services for Department of Defense (DoD)/Federal helicopters conducting SAR within the Seattle-Portland Washington/Oregon state coastal area.
