- FA2521-16-Q-B056 Statement of Work. SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY! It does not constitute a solicitation and/or quote and is not to be construed as a commitment by the Government. The Request for Quotation (RFQ) or Request for Proposal (RFP) number is FA2521-16-Q-B056 shall be used to reference any written responses to this source sought. Patrick Air Force Base anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 518210. The size standard for NAICS is $32.5M. GSA SIN/MAS 70 SOW is attached. The requirement is to provide continued receipt of the raw cloud to ground stroke and flash lightning data from the ten National Lightning Detection Network (NLDN) sensors located closest to Cape Canaveral Air Force station (CCAFS). Salient Characteristics: Provide continued receipt of the raw cloud to ground stroke and flash lightning data from the ten National Lightning Detection Network (NLDN) sensors located closest to Cape Canaveral Air Force station (CCAFS). The ten sensor locations are Savannah GA, Carrabelle FL, Ocala FL, St. Petersburg FL, Naples FL, Homestead FL, Nassau Bahamas, Palm Bay FL, Myrtle Beach SC, and Exuma Bahamas. The lightning data file is provided to the NLDN General Dynamics satellite dish 4096-706 located out behind the Morrell Operations Center (MOC) at CCAFS. The satellite dish provides data to the Mesoscale Lightning Information Network (MERLIN) located within the MOC. MERLIN processes the NLDN data and displays it on the workstation in the MOC as another lightning detection sensor. The raw data files will be QA and SUDD file format. The NLDN data is required 24 hours a day, 365 days a year for the remainder of fiscal year 2016. The NLDN data file shall include the date and time (UTC with millisecond accuracy), latitude and longitude (location), error ellipse with major and minor semi axis (km), peak amplitude (ka), polarity (+/-), and type of event: cloud or cloud to ground designation. The data shall be provided real-time with less than 15 second latency. The delivery mechanism must be via satellite, secure shell Ethernet/internet (TCP/IP), FCP, or NOAA port. The NLDN network specifications are thunderstorm detection efficiency near 100%, cloud-to-ground flash detection efficiency greater than 95%, cloud-to-cloud flash detection efficiency of 50-60%, cloud-to-ground vs. cloud-to-cloud classification accuracy of 85-90%, median location accuracy of <200nm, sensor network uptime no less than 99.99%, data center availability at least 99.9%, event timing precision of 0.5 microsecond RMS, and accurate peak current measurements with a median error of better than 15%. Background: This data is required to meet the Program Requirement Document lightning detection rate requirement of 96% used for evaluating Launch Commit Criteria. The legacy lightning detection system is only partially mission capable and therefore must be replaced. Loss of this capability will lead to the 45SW being unable to meet launch vehicle requirements and subsequent reduction in ability to support all launch vehicles. The 45th Weather Squadron (45 WS) uses this equipment for five main purposes: 1) evaluate Lightning Launch Commit Criteria to avoid lightning strikes to in-flight space launch vehicles, 2) inform customers of the peak current and distance from key facilities for lightning cloud-to-ground return strokes to assess if damaging induced current is likely in payloads, space launch vehicles, ground test equipment, and other resources, 3) issue lightning watches and warnings 24/7, 4) incident investigation, and 5) develop lightning climatologist for the 45 WS customers and develop improved forecast techniques for 45 WS. Goal: This project has two main goals: 1) Provide continuous receipt of raw local lightning data from ten NLDN sensors to the MERLIN system. 2) Receipt of raw NLDN data immediately following contract award. Ingest of the National Lightning Detection Network (NLDN) raw cloud-to-ground return-strokes sensor data is needed to compensate for strong stroke blindness and to increase network performance to the 96% PRD level and ingesting raw sensor data for lighting aloft that is becoming available in NLDN. Deliverable: NLDN unprocessed local lightning data from ten local sensors distributed to the NLDN satellite dish at the MOC. Performance Period: From contract start through 30 Sep 2016. Refer to the SOW for specific milestone deliveries. What is the purpose of the item: This project has two main goals: 1) Provide continuous receipt of raw local lightning data from ten NLDN sensors to the MERLIN system. 2) Receipt of raw NLDN data immediately following contract award. Ingest of the National Lightning Detection Network (NLDN) raw cloud-to-ground return-strokes sensor data is needed to compensate for strong stroke blindness and to increase network performance to the 96% PRD level and ingesting raw sensor data for lighting aloft that is becoming available in NLDN. 45 CONS is interested in any size business that is capable of meeting this requirement. The government is also interested in all small businesses including (8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses (SDVOSB), or, if applicable based on NAICS code, Economically disadvantaged women-owned small business (EDWOSB) Women Owned Small Businesses (WOSB) that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision." As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), WOSB, VOSB, etc.). All interested firms should submit a capabilities package that outlines the firm's capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. Include three past references with current contact information and contract number. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 5 pages. Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, GSA contract number and expiration (if applicable), and any related specifications/drawings.
