- PEO STRI Distribution Agreement March 2009 (RWST) C-130J Reconfigurable Weapons Systems Trainer (RWST) Sources Sought Notice The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) has a requirement to procure a C-130J Reconfigurable Weapon System Trainer (RWST) for the Air National Guard (ANG). The C-130J RWST shall meet the requirements for Federal Aviation Administration (FAA) Level D certification In accordance with Title 14 Code of Federal Regulations (CFR) Part 60 - APPENDIX A - QUALIFICATION PERFORMANCE STANDARDS FOR AIRPLANE FULL FLIGHT SIMULATORS (FFS). FAA certification is not required; however FAA test methodology shall be used to verify that the simulator meets the FAA FFS criteria. The C-130J RWST shall be produced for squadron level training for all C-130J aircrew, including Pilot, Co-Pilot, Combat Systems Officer (CSO), and Loadmaster. The RWST shall support all 11-2C-Mission Design Series (MDS)-130J Volumes 1 initial training, instrument training, recurrent training, upgrade training, and mission rehearsal training for C/EC/HC/MC-130J flight crewmembers. The RWST shall be reconfigurable into the following aircraft variants. a) C-130J a. Block 6.0 b) C-130J-30 a. Block 6.0 (Flight Performance model only...shares same cockpit configuration with the C-130J) c) EC-130J a. Block 6.0 b. Block 8.1 (Future requirement) d) HC-130J a. Block 6.25-2, Increment 2 e) MC-130J a. Block 6.25-2, Increment 2 Once configured to the target Mission Design Series (MDS) aircraft, the RWST shall have the appearance and functionality of the aircraft being simulated. The C-130J RWST shall accommodate both UNCLASSIFIED and CLASSIFIED (up to SECRET) operations. The architecture shall be designed to transition between CLASSIFIED and UNCLASSIFIED (and vice versa) operations in less than one hour. The C-130J RWST shall be compatible with Mobility Air Forces Distributed Mission Operations (MAF DMO) standards to support realistic mission training with other virtual simulators (including Virtual Air-to-Air Refueling). The C-130J RWST procurement shall not necessitate any research or the development of any new technologies. The final delivered solution shall comprise the integration of existing products and technologies. The RWST shall support training on the tasks identified in the following Mission Essential Task List (METL): a) Combat infiltrate/exfiltrate and Engine Running On-load, Off-load (ERO) of personnel, supplies, and equipment. (ALL MDS). b) Aerial delivery of troops, supplies, and equipment. (ALL MDS). c) Tactical and long range air-to-air refueling (As a receiver: EC-130J, and HC/MC-130J configurations). (As a provider: HC/MC-130J configuration). d) Airborne Mission Coordinator (AMC) for Personnel Recovery (PR) missions. (EC-130J and HC/MC-130J configuration). e) Airborne Mission Coordinator (AMC) for Personnel Recovery (PR) missions. (EC-130J and HC/MC-130J configurations). f) Operations in day and night and all weather conditions, with or without airborne, surface, or ground controllers. (ALL MDS). g) Crew Resource Management (CRM) training to include aircraft malfunctions and abnormal flight conditions that require close crew coordination to safely recover the aircraft. (ALL MDS). h) Forward Area Refueling Point (FARP) operations. (ALL MDS). i) Specialized Automated Mission Suite/Enhanced Situational Awareness (SAMS-ESA) to include Mardam-Bey Internet Relay Chat (mIRC), Ku band Spread Spectrum (KuSS), and High Performance Waveform (HPW) Satellite Communication (SATCOM) System. j) Night Modified Contour using Night Vision Goggles (NVG's). k) Airdrop to include: Joint Precision Airdrop(JPADS), Low Cost-Low Altitude (LCLA), Rigging Alternate Method Zodiac (RAMZ), High Speed Low-Level Aerial Delivery System (HSLLADS), Military Free-Fall (MFF), Rigid Hulled Inboard (RHI), Heavy Equipment (HE), HE Tow-plate, HE w/o Tow plate, Low Velocity Container Delivery System (LVCDS), High Velocity Container Delivery System (HVCDS), and extracted Container Delivery System (CDS). l) Enhanced Optical/Infra-Red (EO/IR) capability (i.e. MX-20 k). m) Defensive systems capabilities and threat scenarios (AAR-47, ALE-47, 56M), Large Aircraft Infra-Red Counter Measures (LAIRCM), and Radar Warning Receiver (RWR). n) Special Airborne Mission Installation and Response (SABIR) Arm operations. o) Maximum Effort operations from improved and unimproved runways. p) Military Information Support Operations (MISO) operations. q) Enhanced Station Keeping Equipment (E-SKE) operations in a DMO/virtual environment. r) Simple Key Loader (SKL) Secure Communication Loading. The C-130J RWST contract shall include an interim Contractor Operations and Support (COMS) period to operate and maintain the device(s) at the fielded location(s). The contract shall also include a Trainer Systems Support Center (TSSC) option. The TSSC will be responsible for concurrency updates, obsolescence management, software enhancements and modifications, Cybersecurity updates, DMO support, and other Engineering services, as needed. INTENT OF THIS SSN: The intent of this SSN is to solicit information from simulation industry contractors on their capability to provide a solution that satisfies the C-130J RWST requirements described in this SSN. Interested Contractors are requested to provide the following information: a) The Contractor's capability to deliver FAA Level D Full Flight simulators that meet the C-130J RWST requirements identified in this Sources Sought Notice (SSN). b) The Contractor's capability to provide an aerodynamics/engine model that meets the C-130J RWST requirements without the need for non-recurring engineering, instrumented flights, or data collection to develop and validate the model's performance. c) The Contractor's capability to deliver reconfigurable devices that simulate multiple weapon system platforms. d) The Contractor's capability to provide simulations of all current and future variants of the C-130J Operational Flight Program (OFP) software or to integrate the tactical OFP software into the C-130J RWST architecture. e) The Contractor's capability to integrate commercial visual, sound, and motion subsystems into a FAA Level D Full Flight Simulator. f) The Contractor's capability to produce a C-130J RWST that is compliant with Department of Defense and Air Force Cybersecurity requirements under the Risk Management Framework. g) The Contractor's capability to produce a C-130J RWST that is compliant with MAF DMO standards, including the capability for simulated air-to-air refueling operations. h) The Contractor's capability to provide COMS and TSSC support services for delivered C-130J RWST device(s). i) The Contractor's production capability and notional timeline to integrate, assemble, test, and deliver up to three (3) C-130J RWST devices to Continental United States (CONUS) ANG bases. j) A ROM estimate to deliver up to three (3) C-130J RWST devices. k) A ROM estimate to provide annual COMS and TSSC services for up to four (4) years, commencing with Government acceptance of the first C-130J RWST. Capability statements will be utilized for market research purposes only. The Government requests that all interested parties submit a response (not to exceed 15 pages) that provides a description of your capabilities, past experience in similar efforts, a rough order of magnitude (ROM) cost, and a notional schedule for delivering a full C-130J RWST solution. Additionally, the Government requests that you identify any proposed proprietary products to be integrated into the delivered solution. Draft copies of the System Requirements Document (SRD and the Statement of Work (SOW) will be provided upon submission and subsequent approval of a signed copy of the attached PEO-STRI Distribution Agreement. ACQUISITION APPROACH: The Government is currently developing an acquisition strategy for the C-130J RWST contract. The contract type for this effort has not yet been determined. QUANTITIES: The initial contract is anticipated to be for one (1) C-130J RWST. The contract may include options for the delivery of additional devices. The interim COMS period is expected to not exceed 48 months. ESTIMATED DOLLAR VALUE: To Be Determined (TBD). RESPONSES REQUESTED: Firms interested in this potential procurement are requested to provide their capability statement via email no later than 3:30pm Eastern Standard Time (EST) on 27 May 2016 to the Army Contracting Command Contract Specialist at jason.jerome3.civ@mail.mil. Please identify your Business Size Standard and, if applicable, socio-economic categories in accordance with NAICS 333318. Contractors are encouraged to provide input on how the Government can satisfy the C-130J requirements, contracting strategies, technology innovations, program risks, cost drivers, a ROM cost, a notional schedule, and any other information that may be relevant for determining the most advantageous acquisition strategy. The Government will be conducting an Industry Day for this program on 17 May 2016 at the Quonset Point Air National Guard Base, RI. The government will provide a briefing to Industry at 0900hrs 17 May 2016. Interested vendors that wish to have a one-on-one interview with the government can sign up for a one hour time slot at the briefing. Time slots will be the afternoon of 17 May and all day 18 May. On the afternoon of 17 May 2016, Industry will be given an opportunity to tour the simulator facility being constructed for the C-130J RWST to be produced on this contract. Industry will also be given an opportunity to see the C-130J aircraft on static display at the air base also on 17 May 2016. Additionally, should Contractors have questions with regard to the subject effort, it is requested that these questions be submitted in writing to the Contract Specialist, Jason Jerome before 12 April 2016.
