Description
Solicitation INTRODUCTION THIS IS A SOLICITATION NOTICE OF A PROPOSED PURCHASE ORDER ACTION.The Bureau of labor Statistics intends to solicit and award a contract to obtain contractor services for historical and current residential rent transaction data, and customer support. Attached find solicitation DOL-BLS-16-Q-00035. EXTENT OF COMPETITION This acquisition will be processed under the solicitation provisions and contract clauses identified in FAR Subpart 12.3 and is released on a Full and Open competitive basis with no set-aside restrictions as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code for this procurement is 519190 and the Small Business Size Standard is $27,500,000. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses listed in the solicitation. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures, and is not expected to exceed the simplified acquisition threshold of $150,000. BACKGROUND The CPI is a Federal Principal Economic Indicator and is constructed using data collected from both households and business establishments. Because of the importance of the CPI, it is critical that the component indexes are accurate, timely and relevant. To assure the accuracy and relevance, the BLS periodically examines the results of its surveys in order to benchmark processes and products and to improve index methodology for its surveys. PURPOSE AND OBJECTIVES The Bureau of Labor Statistics has interest in residential rent transaction data for tenants living in non-institutional housing units as well as lease and property characteristics that describe these housing. The data will be used by BLS staff to analyze and improve the Consumer Price Index (CPI). BLS seeks to purchase itemized bill of materials (BOMs) for historical residential rent transaction data form May 2011 through May 2016, 24 months of current residential rent transaction data starting in June 2016 through May 2018, and customer support. PERIOD OF PERFORMANCE The Period of Performance shall be for a base year plus one option year effective on or around June 15, 2016. CLOSING STATEMENT The solicitation is issued on April 4, 2016 on the GPE federal business opportunities website and quotes will be due May 2, 2016 at 3:00 pm ET.
