- Combined Synopsis/Solicitation No. DTFH7016Q00025 This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation is a Request for Quotation (RFQ), No. DTFH7016Q00025, issued by the Federal Highway Administration with the intent to procure 1,400 tons of 1/2"-1/4" chip seal rock and 1,100 tons of 3/8" - No. 8 chip seal rock. The rock shall be delivered to an Oregon Department of Transportation site at Mile Post 60 on Highway 26 by May 30, 2016. Delivery is FOB destination. As such, the quoted price shall include the cost of delivery. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. This acquisition is set aside for small businesses. The applicable North American Industry Classification System (NAICS) code is 212321 - Construction Sand and Gravel Mining, which has an industry size standard of 500 employees. The Government will award a purchase order resulting from this solicitation to the lowest-priced responsible quoter whose quote conforms to the solicitation. See Addendum to 52.212-2 for the evaluation factors. Quotes are due by 4:00 p.m. Pacific on April 19, 2016. It is the contractor's responsibility to be familiar with applicable clauses and provisions. FAR provisions and clauses may be viewed and/or downloaded from https://www.acquisition.gov. Once this combined synopsis/solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any amendments to the solicitation. Quoters must be registered in the System for Award Management (www.sam.gov) prior to award.
