Statement of Work This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION EXISTS AT THIS TIME. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; small disadvantaged businesses; or other than small business and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The North American Industry Classification System (NAICS) code is 511210 - Software Publishers with a small business size standard of $27.5 Million. The National Institutes of Health, National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, HUBZone small businesses, service-disabled veteran-owned small businesses, 8(a) small businesses, veteran-owned small businesses, woman-owned small businesses, and small disadvantaged businesses capable of serving the needs identified below. 1. BACKGROUND INFORMATION The overall objective of the NIH Business System (NBS) Office is to facilitate the scientific mission of the National Institutes of Health and enable administrative and scientific support that is cost effective and provides accurate and timely information. The immediate scope of the NBS includes the implementation of business or "functional" areas to replace those currently included in the legacy administrative system within the new NIH Enterprise System. The Panaya Code Remediation Tool was used for the NBS technical upgrade from Oracle 11g - Oracle 12i. The tool provided the capability to automatically identify specific NBS customizations impacted by the Oracle 12i upgrade and obtain detailed data on what and how to fix the impacted customization. 2. PURPOSE AND OBJECTIVE OF THE PROCUREMENT The purpose of this requirement is to procure, from an authorized reseller, Panaya CloudQuality Suite license, maintenance and support services for the NBS. 3. CONTRACTOR TASKS. The contractor shall: • Provide Panaya license and annual maintenance and support services • Provide Major product and technology releases • Provide updates, fixes, security alerts, data fixes, and critical patch updates during the contract term with immediate download passwords • Provide software license replacement for accidently damaged or malfunctioning hardware keys (Not including lost keys) • Certification (with most new) products • Provide Functional/Technical Support (via Platinum Support Service Plan. 24X7 access to Panaya's Support Portal and online case submission) • Technical Support via Metalink or via phone (access to protected support pages on the Panaya). 4. Contractor Responsibility Independently, and not as an agent of the Government, the Contractor shall furnish all necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government to perform the tasks set forth in the Statement of Work (SOW). All work shall be monitored and technically coordinated by the Contracting Officer's Representative (COR). 5. Management Requirements It is expected that all contractors involved with the NBS Program shall work collaboratively under the guidance of the Contracting Officer's Representative (COR) and/or the designated Federal Project Manager(s)/Lead(s). This collaboration includes day-to-day activities, planning, development, knowledge transfer, and creating and sharing of documentation. 5.1. The contractor shall provide program management, project control, and contract administration necessary to manage the contract process to ensure that cost, schedule and quality requirements are tracked, and communicated to the COR and/or the designated Federal Project Manager(s)/Lead(s). 5.2. The Contractor's Project Manager, or an appropriate designee, shall meet with the COR and/or the designated Federal Project Manager(s)/Lead(s) to discuss work in task areas and problem areas for timely compliance. In accordance with the NBS Risk Management, the Contractor shall record any risks identified in the meeting, issues discussed in the meeting, the decisions rendered and the action items for each meeting member to address, within 2 working days after each meeting. 5.3. The Contractor shall develop and maintain components of task project schedules including but not limited to the critical path for tracking the task/sub-tasks specifically identified by the COR. The Contractor shall enter their portion of the task or sub-task project schedule within ten (10) days of the start of a new task or sub-task. The Contractor shall update the project schedule weekly with the percentage of work completed, schedule date changes, or other schedule changes as requested by the COR and/or the designated Federal Project Manager(s)/Lead(s). 5.4. The Contractor shall submit written status reports. Each status report shall provide the status of each task area that was worked on, or was scheduled to be worked on, during the reporting period. Each status report shall also document any problems encountered and how they were, or shall be resolved. Each report shall also document the Contractor's plans including expected accomplishments, anticipated problems and recommendations. 5.5. The Contractor shall coordinate with the NBS Information Systems Security Officer (ISSO) to ensure all systems and processes conform to NIH and organizational security regulations. 5.6. The contractor shall honor a 30-day stabilization period of all development and implementation at no additional cost to the government. 6. Personnel 6.1. The Contractor shall provide personnel experienced and qualified to perform tasks under the guidance of the COR and/or the designated Federal Project Manager(s)/Lead(s) related to accomplishing this SOW. 6.2. The Government reserves the right to review resumes and meet with potential staff to verify that the potential staff possesses the skills, experience, and knowledge required for their proposed labor category. Government review of resumes and meeting with potential staff does not in any way determine employment by the contractor or in no way will delay or hamper the contractor's written hiring policy. 7. Deliverable Requirements 7.1. The contractor shall provide deliverables as defined by the Deliverables chart in Sub-Section 7.5 and all working and final documents shall be 508 Compliant. 7.2. The contractor shall deliver all draft, revised and final documentation to the COR and/or the designated Federal Project Manager(s)/Lead(s) electronically in Microsoft Word 2007 or later with any diagrams or charts embedded in the Word files. The Contractor shall also deliver monthly status reports electronically in Microsoft Word 2007 or later. 7.3. The contractor shall develop; using NBS specified project management tools, project schedules for assigned tasks and sub-tasks. The Contractor shall update the project schedules on a weekly basis until the task or sub-task is completed. 7.4. The Contractor shall guarantee strict confidentiality of the information/data that it is provided by the Government during the performance of the contract. The Government has determined that the information/data that the Contractor will be provided during the performance of the contract is sensitive. 7.5. Deliverable/Delivery Schedule DELIVERABLE SECTION SUGGESTED TIMEFRAME FOR DELIVERY Provide maintenance and Support Services for Panaya CloudQuality Suite Within 15 days after award. Quality Assurance Plan a. Submitted with the Technical Proposal. b. Ten (10) days after updates are finalized. Final Contract Transition Plan Six (6) months before the end of the contract Status Reports TBD Billing Monthly Other documentation, meeting minutes, presentation materials, scripts, and source code Varies As required by the COR and/or the Federal Project Manager(s)/Lead(s) 8. Performance Management The Government reserves the right to establish and maintain its own quality assurance program The Contractor's performance shall be measured in accordance with NBS Performance Metrics, which will include cost, schedule, requirements, and performance. Task Milestone Met Deadline Acceptable/ Accepted with Conditions/ Non-Acceptable Perform unit and integrated tests to ensure proper functioning of the tool. TBD 9. Options for Additional Services Due to unknown and changing variables additional support services may have to be procured in the future to meet NBS requirements. 9.1. Additional Support Services - Provide additional consulting services to meet statutory mandate. 9.2. Enhancements - Provide additional consulting services. Services may be provided remotely or onsite. Due to unknown changing variables additional licenses, services and supplies may be required to maintain the integrity of the NBS Enterprise System. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quote (RFQ), nor is a RFQ available. Documents in response to this Sources Sought Notice should incorporate the following instructions: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed ten (10) pages, excluding cover page, appendices, and resumes. (b) The capability statement should references, key personnel, and any teaming arrangements. It must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00 PM EST on Thursday, April 14, 2016 to Reggie Brown at reginald.brown3@nih.gov. Other Considerations: All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a solicitation may be published on GSA eBuy. However, responses to this notice will not be considered adequate responses to a solicitation.
