- The National Institute on Drug Abuse (NIDA) plans to solicit proposals under total small business procedures from qualified organizations having the capability to produce, store, and distribute labeled and unlabeled opioid peptides and related peptides including, but not limited to, unlabeled, tritium or I-125 labeled opioid and related peptides; check the stability and purity of these compounds; maintain and store the compound inventory under secure conditions; and distribute the compounds to research investigators as directed by NIDA. The offeror must possess extensive experience to carry out the project tasks and demonstrate the availability of adequate and secure facilities and equipment. Specifically, the Contractor shall perform the following through this contract: (1). Produce and distribute labeled and unlabeled opioid peptides and other peptides as authorized by the NIDA COR, (2). Synthesize aforesaid peptides by solid phase methods to obtain them in large quantities and optically and chemically pure form at reasonable costs, (3). Analyze, test, establish, and maintain the purity of opioid peptides and other peptides, (4). Confirm the authenticity and test the stability of these peptides routinely. In addition also use the services of another NIDA contractor in doing so upon NIDA COR authorization, (5). Replenish the existing inventory of various peptides in the NIDA drug supply inventory, (6). Provide appropriate storage for all opioid peptides and other peptides and ship them to research investigators upon NIDA authorization, (7). Synthesize and update the drug supply inventory with newly discovered peptides as necessary upon consultation with and authorization by the NIDA COR, and (8). Maintain and update inventory records on NIDA Drug Inventory Supply Control System (DISCS). The inventory and shipment tracking is maintained in NIDA's Local Area Network. The contractor shall maintain a link on a compatible equipment to monitor exact quantities on hand; adjust inventory for new peptides, re-purifications and reductions in amount following shipment; produce shipping documents, and provide tracking of shipping orders at the contractor site. NIDA anticipates the award of a single, five-year, indefinite delivery indefinite quantity (IDIQ) contract. NIDA anticipates awarding task orders as needed throughout the period of performance to maintain flexibility in issuing work. This award is a competitive renewal of HHSN271201100025C, titled "Synthesis and Distribution of Opioid and Related Peptides." RFP No. N01DA-16-7795 will be available electronically on or about 15 days from the date of this posting. You can access the RFP through the FedBizOpps (URL: http://fedbizopps.gov) or through the NIDA website (URL: http://www.drugabuse.gov/funding/funding-opportunities/nida-requests-contract-proposals-rfps). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due 45 days from the release date. NIDA anticipates a September 2016 award date. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
