- The Bureau of Land Management (BLM), Oregon State Office intends to award one (1) firm fixed price commercial items services contract for RoadEng software upgrades, add-on services, and technical supporting services for the new upgrades located at Portland, OR within the vicinity of State Office area of responsibility as a single source to Softree Technical Systems, INC., 204-1075 West 1st Street, North Vancouver, BC- V7P 3T4, Canada as the only responsible source pursuant to FAR subpart 6.302-1. The Government has an existing RoadEng Program to support logging activities that are operated by licensed RoadEng Software with Softree Technical Systems, Inc. The vendor is the only available source that has the capability to provide the upgrades, add-on services, and technical support for the Government existing RoadEng program. The authority permitting the single source consideration is FAR 13.106(b) Soliciting from a single source. The performance period is from 4/4/2016 to 7/3/2017. The NAICS code is 511210 and the small business size standard $27.5 million. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be received by 4/8/2016 in order to be considered.
