- Reference Request For Information (RFI), Sources Sought Number: FA3002-16-R-0011 Air Force Installation Contracting Agency (AFICA) 338th Specialized Contracting Squadron (SCONS)/PKB, JBSA Randolph, TX is providing a notice of intent to solicit a Request for Proposal, for a Foreign Military Sales (FMS) requirement for CONUS and OCONUS Cessna 208 maintenance training for multiple countries-Lebanon, Niger, and Mauritania. The goals and objectives include CONUS commercial off the shelf (COTS) classroom and hands-on training that prepares International Military Students (IMS) maintenance personnel for individual qualification in the Cessna 208 aircraft system in the following skill sets: Basic: Mechanical Initial Theory and PT6A. Advanced: Avionics Initial Theory, Troubleshooting Engine and Run and 208EX Difference training. OCONUS Contracted Field Services (CFS) will include continuation and upgrade maintenance training. The source selection process will be in accordance with (IAW) FAR Parts 12 Commercial Items and 15 Contract by Negotiations. Offers will be evaluated through the lowest price technically acceptable (LPTA) source selection process. A single award, Firm-Fixed-Price (FFP), indefinite delivery indefinite quantity (IDIQ) type contract will result from this solicitation. The performance period will be a one-year ordering period. The RFP is anticipated to be issued on or about April 25, 2016. The RFP closing date and time will be specified in the RFP and will be no less than 30 days after the issuance of the RFP. The RFP, its attachments and any amendments will be posted on http://www.fedbizopps.gov. This will be an electronic solicitation release. No hard copies of the solicitation will be mailed. No telephone, facsimile, or paper requests for the RFP package will be accepted. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. Failure to respond to the electronically posted RFP and any amendments prior to the due date and time for receipt of offers may render a business's offer as non-responsive and will result in rejection. The North American Industry Classification System (NAICS) code for this procurement is 611512, Flight Training Schools, with a size standard of $27.5M. Responsible small business firms may submit a proposal in response to the forthcoming RFP, but a requirement to first register in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM is desired. Businesses wishing to submit an offer are responsible for downloading their own copy of the RFP from http://www.fedbizopps.gov and monitor the site for any amendments.
