INTRODUCTION The Naval Air Systems Command, Aircraft Support Contracts Department (AIR 2.5.1.11), Zone 2, Patuxent River, MD is seeking to issue a Sources Sought for the Heim Modular Data Recorders (MDR) and MDR accessories to be used on the F/A-F18 Next Generation Jammer Program and the Coast Guard MH-65/E CAAS Upgrade Program. The parts list below, constitute the MDR System Non GSA components: Part # Description QTY SHS500-32342 MDR-4shRC, Up to 800 Mbit/s, 4 slots, receiver for removable RSM media, screw down, front panel for MDR8 2 SHS500-0310 MCRC-MDR, Cockpit Eremote Control Unit, Dual RS232/RS422 Interface 2 SHS510-3361 MVCR1A, 2 x video input, H.264, SDTV, RGB; buffered video E-to-E output 2 SHS165-3372 CK-MVCR3-2X Video Recording Connector Kit 10 SHS615-2512 RSM512 512GB SSD (MLC) Media Cartridge; up to 600 Mbit/s; eSATA download port 5 ELIGIBILITY The applicable NAICS code for this requirement is 334511. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This Sources Sought is a market research tool being used to determine potential and eligible business firms that are capable of providing the supplies described herein prior to determining the method of acquisition and issuance of a Request for Quote. This sources sought will also be utilized to determine if any Small Business Set-Aside opportunities exist. The PSC for this requirement is D311. The NAICS code for this requirement is 334511, with a size standard of 750 employees. All interested businesses are encouraged to respond, but only those businesses or teaming arrangements that are considered small under 334511 will be considered for small business set-aside decisions. If/When a synopsis is released; it is anticipated to be synopsized via the Federal Business Opportunities. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. A NTICIPATED DELIVERY Anticipated delivery is 20 weeks ARO after award. PROGRAM BACKGROUND AIR-5.2.9 is the Air Vehicle Modification and Instrumentation (AVMI) Division for NAVAIR. AIR-5.2.9 designs, develops, builds, installs, calibrates and provides operational support of flight test aircraft instrumentation and telemetry systems. AVMI provides airborne video data support at Patuxent River and airborne mission system T&E software loads at China Lake. They maintain in-depth knowledge of flight video/data recorder technology developments and the flight/video recorder industrial base. This includes insight into technologies that individual companies are focused on and their technical and production capabilities. AVMI representatives maintain this knowledge through routine review of industry journals, attendance at industry symposiums, and periodic visits to industry facilities for briefings on companies Internal Research and Development (IRD) efforts. REQUIRED CAPABILITIES The Contractor shall provide Non GSA Heim Modular Data Recorders (MDR) and accessories that together constitute the MDR System. The system is and will be used on the F/A-F18 Next Generation Jammer Program and the Coast Guard MH-65/E CAAS Upgrade Program and therefore must be configurable to specific project usage. In addition, a portion of the procured items will be used as spares and added to existing Special Flight Test Instrumentation Pool (SFTIP) inventory already being utilized in Test and Evaluation (T&E) aircraft, and must be identical in form/fit/function to these existing units. These components being purchased must be identical in form, fit and function, to those components already being utilized by the Aircraft Instrumentation Division in T&E aircraft. The Contract Type is anticipated to be a Firm Fixed Price (FFP). PLACE OF DELIVERY NAS Patuxent River, MD, FBO Destination SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than (10) ten 8.5 X 11 inch pages, font no smaller than 12 point.) demonstrating their capability to deliver Non GSA Heim Airborne Modular Data Recorders (MDR) accessories that include: P/N SHS500-32342 (Qty 2) P/N SHS500-0310 (Qty 2), P/N SHS510-3361 (Qty 2) P/N SHS510-3372 (Qty 10) P/N SHS615-2512 (Qty 5) 20 weeks ARO after award. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address. The documentation must address, at a minimum, the following: (1) Provide the type of work your company has performed in the past 3 years in support of same/similar requirement(s), Cage Code and DUNN's number. Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical supplies described herein; (2) Company's ability to begin performance upon contract award.
