- DESCRIPTION OF SERVICES/STATEMENT OF WORK Background James A. Haley VA Medical Center, 13000 Bruce B. Downs Blvd. Tampa, Florida 33612 is requesting for the use of a firearms range and defensive tactics matt room where mandatory quarterly qualifications, other firearms training, defensive tactics and ground defense & recovery training may be conducted between the hours of 0800 and 2200 Monday through Friday. The facility shall be within a 40 mile radius of the James A. Haley Hospital. Objectives The objective for this acquisition is to have a contractor provides an environment that will facilitate law enforcement education and training. Scope The vendor shall provide an environment that encompasses a firearms range and a defensive tactical room. The facility must reflect a traditional law enforcement setting that can effectively address the needs for a law enforcement learning environment which may include, but not limited to: problem-based or scenario training. Tasks The range and matt room time must be available exclusively to the Department of Veterans Affairs, VA Police during the hours indicated during scheduling. The range must possess a minimum of 10 firing points and must be able to accommodate a qualification course distance minimum of 1.5 yards and maximum of 25 yards. The range must be in doors and have a programmable "turning target system" that can be controlled from a central station. The range and matt room shall possess adequate exterior lighting in both public and work areas. The range and matt room shall be equipped with separate male and separate female restroom facilities indoors with running water located near the range facilities. The range should possess an on-site facility to accommodate approximately 20 students for classroom instruction and briefing purposes. All VA Police will be informed of Range safety prior to shooting. The range must be able to accommodate 9mm caliber Pistol ammunition training. The range rules must allow movement between firing points and shall not restrict movement-oriented firearms training by students (e.g. standing to kneeling transitions). The range rules must allow shooters to draw and fire from the holster and from concealment. The range rules cannot disallow a student from moving in front of the firing points with an instructor present, such as tactical move and shoot drills. The range backstop/bullet trap must be maintained to provide a safe shooting environment. All targets will be supplied by VA Police. The matt room must be large enough to accommodate 20 students and 2 instructors. The room must have padded floors and padded walls that are at least five feet high. The facility must allow the use of duty belts and intermediate duty weapons such as batons in the room for the VA Police conduct required defensive tactics training. All equipment associated with the range and matt room must be in good working order and functional during course of fire (i.e., pulleys, target system, lighting, etc.) VA Police personnel will supply their own eye and hearing protection. The range shall provide sufficient trash receptacles for used targets, target backers, and empty ammunition boxes. The range and matt room must possess some type of public address system available during firearms training. Range and matt room must possess air conditioning, heating, and an approved ventilation system that conforms to existing Occupational Safety and Health Administration (OSHA) regulations. VA Police personnel will use the range and matt for an average of 308 hours per quarter for each area. VA Police requires exclusive use of the range and matt room for the duration of time, to be reserved in advance, that officers are utilizing the space. These time periods will not be shorter than 2 hours and not longer than 8 hours, and will be between the hours of 0800 and 2200. VA Police may re-schedule a range/matt room reservation date with 4 days prior notice without penalty. If a date is rescheduled, the new date will be subject to the availability of the range's existing schedule. VA Police may request additional range/matt room dates as needed, in either 4 or 8 hour blocks, at the agreed upon contract full day or half day contract price, depending on range/matt room schedule availability. The estimated number of rounds fired per year is 65,000. Half the range must be closed to Law Enforcement agencies during the corresponding hours. Deliverables Schedule The contractor shall provide target backers. The VA anticipates that access to the firearm range and tactical room will be approximately 4 hours for each per officer, making it a total of 8 hours for training. Government-Furnished Information The agency will supply the ammunitions for the firearm training. Type of Contract The Department of Veterans Affairs (VA) intends to issue a firm fixed-price contract. Term of Contract The period of performance for these services will begin April 12, 2016 to April 11, 2021, which includes a base year and four annual option period. James A. Haley VA Medical Center has the right to extend or terminate this contract at the end of each period. Contract Administration Data The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer Representative on all matters pertaining to these services. Only the Contracting Officer is authorized to make changes, which will affect price, quantity, or quality of performance of this contract. In the event the contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in contract price to cover any increase in costs incurred as a result thereof.
