Description
It is the intent of the Missile Defense Agency (MDA) to issue a sole source solicitation to Lockheed Martin Missiles and Fire Control (LMMFC), P.O. Box 650003, Dallas, Texas 75265-0003 to provide technical support for the design and review process for the Qatar Air/Missile Defense Operations Center (ADOC) to encompass Terminal High Altitude Area Defense (THAAD) interoperability. The solicitation requirement will include providing subject matter expertise to the design and review process for Qatar Air/Missile Defense Operations Center (ADOC) with accompanying facilities as specified by Qatar as the Integration Center for Air and Missile Defense. The contractor will also provide support on THAAD Weapon System configuration and interfaces (e.g., protocols, data rates, encryption details, message specifics, etc.) for this effort to facilitate the efficient and timely integration with the ADOC. The Qatar THAAD tactical sites are permanent operational sites that allow THAAD Battery components to be deployed and play an integral role in the Qatar Air/Missile Defense architecture. The proposed acquisition will be sole-source to LMMFC pursuant to the authority of FAR 6.302-1(a)(2)(ii) and (iii) as the resulting follow-on contracts are for the continued provision of highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of cost and unacceptable delays of the requirement. Lockheed Martin Corporation (LM), the parent company to LMMFC, performs the role of THAAD System prime contractor and overall weapon system integrator. LM has been the prime sole-source contractor on the THAAD System Developmental efforts. The United Arab Emirates (UAE) Foreign Military Sale (FMS) for THAAD was awarded sole-source to LM on 30 December 2011. LM is the only responsible source that can provide the required technical and program management expertise and experience without substantial duplication and a learning curve. The costs already invested in the THAAD System could not reasonably be recovered through full and open competition without introducing unacceptable delays in the required support to meet FMS customer needs. No source other than LM can provide the extensive technical expertise that is required to ensure proper configuration management and adherence to interoperability standards including both U.S. and non-U.S. defensive systems. Any source other than LM would have to acquire, in a very limited timeframe, the extensive knowledge and experience which LM already possesses. See Note 22. Note 22 Reads: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability by responding to this requirement. This notice of intent is not a request for competitive proposals. However, all information received within sixty (60) days after date of publication of this synopsis will be considered by the Government. Any party interested in this requirement should contact this office within 15 days after publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
