Description

Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Solicitation Number VA101-15-R-0235 for project 657-313F Engineering Warehouse Building at Jefferson Barracks Division, VAMC St Louis, MO. This procurement is UNRESTRICTED. Based upon the drawings and specifications to be provided by the Government upon release of the solicitation, the Unrestricted Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the construction of the project described herein. Work is to be performed at the Jefferson Barracks Division Campus of the St Louis VA Medical Center located at 1 Jefferson Barracks Drive, St. Louis, Missouri 63125. The general contract scope includes, but is not limited to, demolition and removal of existing site improvements and existing Buildings 6 and 65, including asbestos and/or hazardous materials abatement; earth and site work, including excavation, fill and disposal of surplus excavated earth and other material; abandonment, relocation and installation of utilities; and general construction of new Engineering/Warehouse Building, including foundations, structure, exterior wall systems and components, exterior window curtain wall systems, roof systems, interior construction, mechanical systems, electrical systems, plumbing systems, fire protection systems, telephone/data systems, security/intrusion and access control systems, site paving and striping, site lighting, landscaping and other site improvements and incidental related work. The Contractor shall provide a contractor Quality Control system; laboratory and field testing, inspections and systems testing; whole building commissioning; LEED certification; and unit pricing for unforeseen bulk rock removal, trench rock removal and increasing or decreasing depths/lengths for drilled piers/caissons. The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents. The contract drawings and specifications include five (5) deductive alternates to be taken as required to make award within available funding. The Unrestricted Offeror must be a General Construction company with an approved NAICS Code 236220, Size Standard $36.5 million and sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The magnitude of construction cost for this project is between $20,000,000 and $50,000,000 with a completion period of 741 calendar days after receipt of notice to proceed. NOTICE TO PRIME CONTRACTORS: The Unrestricted offeror must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about April 20th 2016. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the "Register to Receive Notification list" at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be scheduled to take place at VAMC St Louis, MO. Be advised this will be the only scheduled site visit. Offerors are highly encouraged to attend. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussion.
