- The General Services Administration (GSA) has been designated by the Office of Management and Budget as the Executive Agent for the Veterans Technology Services (VETS) 2 Governmentwide Acquisition Contract (GWAC). The VETS 2 GWAC will be a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide customized Information Technology (IT) services and IT services-based solutions. VETS 2 will be available for use by all Federal agencies and other entities as listed in GSA Order ADM 4800.2H, Eligibility to use GSA Sources And Supply. Performance may occur at Government and Contractor locations worldwide, as specified in each task order. Task order contract types permitted will include FAR 16.2 Fixed-price Contracts; FAR 16.3 Cost-Reimbursement Contracts; FAR 16.601 Time-and-Materials Contracts; and FAR 16.602 Labor-Hour Contracts. GSA anticipates announcing awards for VETS 2 in 2017. The contract ordering period will consist of a five-year base period with one, five-year option that may extend the cumulative contract ordering period to 10 years. This synopsis is the presolicitation notice for the VETS 2 Request for Proposals (RFP). VETS 2 information is exclusively associated with solicitation QTA0016AWA0001. The RFP is set-aside for service-disabled, veteran-owned small business concerns as the prime contractors per FAR 52.219-27. The NAICS code for this RFP is 541512 and the associated small business size standard is $27.5 Million. Offerors must be registered in the System for Award Management (www.SAM.gov). FedBizOpps (FBO) is the only source for solicitation QTA0016AWA0001 - which will be posted on or after April 21, 2016. No hard copies will be provided. Please hold all VETS 2 inquiries until after the solicitation is posted on FBO. The solicitation will allow approximately 45 days after posting for receipt of proposals. GSA intends to host an optional pre-proposal teleconference consisting of a RFP overview on or about May 2, 2016. More information about the optional pre-proposal teleconference will be published with the RFP itself. Please hold all inquiries about the optional pre-proposal teleconference until its details are released on FBO. Although no amendments to the RFP are anticipated, only a written amendment associated with a SF-30 and publicly posted in connection with solicitation QTA0016AWA0001 on FBO is official. The VETS 2 Procuring Contracting Officer (PCO) is the sole point of contact for this procurement. The PCO can be reached at vets2@gsa.gov. Inquiries directed elsewhere might not be considered. GSA reserves the right to publicly discuss and publish, or simply consider, questions and comments regarding the RFP. No requests for meetings regarding VETS 2 will be entertained. It is the responsibility of the offerors to periodically check the solicitation on FBO for more information. All responsible service-disabled, veteran-owned small businesses may submit a proposal for consideration in response to the forthcoming RFP.
