- The ACC Acquisition Management and Integration Center (AMIC), Langley AFB, VA, intends to negotiate a modification to the Nellis Backshop Maintenance contract to include A-10 aircraft maintenance support. Current contract: The Nellis Backshop Maintenance contract FA4890-15-C-0006 was solicited full and open competition and awarded to M1 Support Services based on a full trade-off best value source selection. The contract as awarded provides dynamic operation support to the 57th Maintenance Group (57 MXG) at Nellis Air Force Base (NAFB), NV. The 57 MXG primary mission is to perform safe and reliable maintenance for A-10, F-15, F-16, F/A-22 and F-35 aircraft. The contract provides operations & maintenance backshop services to include: on and off-equipment maintenance, repair, and inspections on aircraft avionics, electrical, pneudraulics, fuels, engines armament, egress systems, aerospace ground equipment, support and test equipment, and assembly of aircraft wheel and tires. Additionally, support is provided for flying and maintenance scheduling, database management and analysis, centralized control (maintenance operations center), and maintenance training functions within the 57 MXG. Proposed modification: The proposed modification to this contract is to provide for additional A-10 maintenance operations and support services. This is an interim requirement for contractor support (vs. government support). PoP for contractor support is ~Mar 2017 through Sep 2020. -- Thunder AMU at Nellis AFB currently has 15 A-10C (9 PAI, 2 BAI, 3 XJ, and 1 GITA) and 1 A-10A (GITA) which support the USAF Weapons School, 66 Weapons Squadron (WS) and the 53 Wing, 422nd Test Squadron and Evaluation Squadron. These two units share a 4x4 daily launch schedule (Mon-Fri) and conduct 3-shift mx ops to meet launch/recovery and scheduled/unscheduled maintenance. Multiple aircraft configurations are required to meet the daily flying schedule, which can be resource consuming. A typical day of aircraft generation consists of configuring four aircraft and a spare for the Weapons School first go, then turning two aircraft for the Weapons School and reconfiguring two other aircraft and a spare for Test missions on the second go. -- The 66 WS is responsible for the A-10 Weapons Instructor Course (A-10 WIC) and conducts two syllabus driven classes annually. The WIC classes are approximately 5.5 months in length and progress two to four upgrade pilots through advanced Air-to-Ground, Close Air Support, Forward Air Controller, and Joint Terminal Attack Controller training requirements. Approximately 110 sorties are flown with multiple weapon loading configurations required. -- The 422 conducts HQ ACC-directed operational test and evaluation (OT&E) for A-10C Aircraft. OT&E includes review of aircraft hardware, engines, software, and weapons upgrades/modifications prior to release for aircraft application to ACC operational units. Depending on the required tests and priority, the aircraft are required to meet all test objectives and parameters.
