- USACE - ST. Louis DISTRICT - This is a combined synopsis/solicitation for commercial service in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is W912P9-16-Q-0042 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85 dated 4 January 2016. This requirement is being solicited as 100% set aside for small business concerns. The North American Industry Classification System Code (NAICS) for this acquisition is 481211 with a Small Business Size Standard of 1500 employees. The basis of award will be Firm Fixed Price. Additionally, Offerors must quote on all items to be eligible for award. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation requirements. Complete specifications are issued with this combined synopsis/solicitation shown below. This requirement location is, Parks Airport, Cahokia, IL. DESCRIPTION/SPECIFICATOINS/WORK STATEMENT - 1 It is requested that the services of a commercial helicopter be procured to inspect and photograph the levees from Wood River, IL, south to Cape Girardeau, MO, for the Alton to Gale Flood Control Project as part of the levee embankment slide documentation. The annual aerial inspection allows for the identification of slide locations and the data collection that will be used to prepare a government cost estimate for any needed repairs. Use of the helicopter is requested because slides are often difficult to identify from the ground as well as to obtain aerial photographs. 2. The inspection will include helicopter flight time plus data collection time to capture all of these areas along the 300 miles of levees in the St. Louis District. This is estimated as roughly 24 flight hours. 3. The requirements for the helicopter service are outlined below: a. Date required: 12th-14th April 2016, weather dependent. b. Time: 0800 to 1600 hrs (8 hrs max each day). c. Passenger(s): 3ea, Jeremy Eck plus additional personal TBD (3 Passenger Craft). d. Pick-up Point: Parks Airport (Cahokia, IL). e.
