Description
General The VA Medical Center, Bath, New York is engaging in a short-list selection as defined in FAR 36.602-5(a) of an AE (SDVOSB) for the design of a project to Replace generator, building 78. SDVOSB Vendors with an SF-330 on file within the past twelve months are being considered. If you believe you have an SF 330 on file and would like to be considered for this procurement please send an e-mail to Mark.Simonson@va.gov expressing your interest in being considered. Other SDVOSB firms having a working office within a 300 mile radius from 76 Veterans Avenue, Bath, NY may submit SF 330's for consideration, to the Contracting Officer at Mark.Simonson@va.gov by 4:30 PM EST, April 19, 2016. The general scope of this project is to provide a design for replacing a generator and related items to provide emergency power to building 78, Community Living Center at the Bath NY Veteran's Administration Medical Facility. All designs will follow the National Electric Code, and specifications for VA construction. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The existing electrical service for building 78 includes an emergency generator that has reached the end of its life due to unreliable operation, spare parts issues and repair costs. The building is currently fed power from 2 transformers from the high-voltage loop that serves the campus. A/E SCOPE OF SERVICES. 1.Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing and submittal review, and construction period services as required to install a replacement generator and related items to provide emergency power to building 78. Services shall include all Electrical Engineering, or other Engineering Services, or Architectural work associated with this project including but not limited to: A.Evaluate the emergency power demand of the building and determine if a 200 KW generator will have the capacity to handle the required load. B.Replace the existing day tank and its controls in a location suitable to the facility. C.Evaluate the capacity of the existing fuel tank to verify that the new generator will have enough fuel to run the minimum number of days required by VA regulations. D.Develop a plan for removing the old generator and installing the new one. E.Design a new exhaust system that prevents fumes from being drawn back into the building 2.Provide contract specifications utilizing the VA Master Specifications (supplied to the VAMC Bath on a CD rom or through e-mail in MS Word format) edited to remove all impertinent specs for this project. 3.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 4.Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 5.Provide two (2) sets of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 30%, 70% and the 100% design review stage. Also provide, two (2) sets of drawings stamped by an Electrical Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Additionally provide electronic copies of the final design submission in both AutoCad and PDF formats. (AutoCAD format must be no earlier than AutoCAD 2006 version and no newer than AutoCAD 2014.) 6.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 120 days from contract award. 7.Provide a detailed material/ labor cost estimate for construction of this project at the 100% design review stage. 8.Create list of all items required to be submitted on by the project specifications. The list shall be organized by specification number, followed by the name of the item to be submitted on by specification. This list shall be provided to VA. 9.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 10.Provide a technical review of all project submittals/shop drawings related to the Project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 11.Provide expeditious responses to all design/conflict questions encountered during the construction term. 12.Upon completion of the project, provide (2) sets of stamped "Architectural E1" (30"x42") as built drawings, as well as in AutoCad and PDF formats. The following evaluation criteria will be used when reviewing submitted SF 330 data and will comprise the basis of information to be used by VAMC Bath for A/E evaluation and selection.
