Description
This is a Sources Sought Notice and is for informational/ market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically or Underutilized Business Zones (HUBZones), Women Owned Small Business (WOSB), small businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The solicitation will be for a construction contract and it will be advertised as a Two-Step Invitation For Bids (IFB) in the $5M -$10M range. Responses are to be sent via email to Stephen Stolte at Stephen.a.stolte@usace.army.mil no later than 1:00 p.m. eastern standard time April 15 2016. The intent of this Two-Step IFB is to seek proposals from qualified Offerors with experience in similar type projects identified below: • Experience with public safety facilities, remodeling, and/ or new construction. • Experience with construction in occupied facilities • Experience with building additions • Experience in commercial HVAC remodeling • Experience in commissioning existing HVAC systems • Experience in working on a secure Government/ military installation • Experience with construction of canopy-type storage buildings • Experience with construction of Green Buildings The government intends to construct an 815 square meter (8,772 square foot) expansion to the existing public safety facility. Construction includes administrative offices, training and conference space, Emergency Operation Center, dorm rooms for overnight duty officers, and other support spaces. Include restrooms, showers and changing areas. Include a canopy for equipment. Construct a 595 square meter (6,400 square foot) equipment and vehicle storage annex that includes vehicle maintenance space. Provide utility connections, and site improvements. The facility must meet Architectural Barriers Act (ABA) and DoD Minimum Antiterrorism (AT/FP) Standards. Staff clearance will be required. Narratives shall be no longer than ten pages. Email responses are preferred. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence.
