Description
1. This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the supplies/services described below. 2. This requirement is for a commercial grade 3D printer with accessories to include installation and training. 3. The intended contract period is a one-year firm fixed price contract. 4. Potential offerors are invited to provide feedback and shall provide, at a minimum, the following information via e-mail to robert.hamilton8@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses are due by 8 April 2016 at 1500 EST, please include "Source Sought - 3D Printer" in the subject line of all responses NOTE: All potential offerors must be registered in SAM.gov to do business with the federal government and annually ensure the information is current at https://www.sam.gov/ a) Company name, address, and point of contact, phone number, e-mail address, and DUNS. b) Is your firm eligible for participation in one of the following small business programs? The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the supplies/services outlined in the Brand Name or Equal specifications below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. d) Any small business offerors must be the manufacturer or an authorized distributor of the items provided to prevent any "grey market" issues. In addition, all equipment must be new items only, no remanufactured or repaired items. 5. Description: The Government is interested in gaining knowledge of potential businesses that would be able to distribute or manufacture a commercial grade 3D Printer. We are looking for specifications that are equal to or better than the Brand Name Stratasys Objet 350 Connex 3. Specific Brand Name or Equal items are listed below: P/N - DESCRIPTION - QTY OBJ-17000 - Objet 350 Connex 3, 3D Printer (See characteristics below) - Qty 1. OBJ-03006 - Water Jet; Large Format (See characteristics below) - Qty 1. OBJ -017013 - Installation and Training (See characteristics below) - Qty 1. PW9130L2000T-XL - UPS Power Backup (See characteristics below) - Qty 1. Minimum 12 month parts/labor warrant and maintenance support - Qty 1. Include all equipment manuals and guides - Qty 1 set. Brand Name or Equal Specifications: 3D Printer: a. Printer shall be able to fabricate parts that include many distinct materials simultaneously. b. Printer shall be able to produce hard materials which can be fabricated alongside and intertwined with flexible materials, in response to computerized design input. This capability is critical for development of difficult-to-fabricate equipment, instruments, and tools. For example, a biomechanically-accurate robotic model can be built with ligaments built into the bones, exactly as found in nature. c. Printer shall be capable of producing irregularly-shaped objects, such as customized user-specific residual limb linings for prosthetic applications, orthotic devices with dynamic stiffness, etc. d. It shall have the ability to rapidly produce a prototype and iterate the prototypical design, facilitating engineering development for research as well. e. Printer must be able to create devices with a mix of both rigid and compliant components f. Printer must have the ability to rapidly and iteratively design novel devices using a build, evaluate, modify, rebuild paradigm. g. The printer must not produce an end product through the process of extruding melted plastic to build up objects layer-by-layer. This is the method of 1st generation 3D printing technology and does not have sufficient resolution or flexibility. h. Printer must use a poly-jet additive manufacturing technology with the capability of producing high-fidelity parts with stiffness and compliance profiles that range from very soft (bike gel seat) to very hard (hard hat). i. Printer must be capable of generating objects using layers of curable liquid photopolymer onto a build tray, in contract to the older method of melted polymer deposition. j. It must be capable of creating 16-micron thick layers with up to an accuracy of 0.1 mm to generate smooth surfaces, thins walls and complex geometries. k. It must be capable of supporting a range of materials with a wide array of properties from rubber to rigid and transparent to opaque. l. The printer must have several printing heads each accommodating unique base solutions such that multiple materials can be printed simultaneously in the same model or mixed in an infinite variety to produce flexible, compressible, rubber-like materials that can seamlessly blend from hard to flexible as desired. m. Printer must have the ability to print in elastomer to produce flexible, compliant structures that are intimately connected to stiffer rigid components. Water Jet or similar method/equipment: a. Used to clean printed parts of debris and unwanted structural support material. Installation and Training: a. Provide on-site installation of printer and associated equipment b. Provide on-site training upon the completion of installation UPS Power Backup: a. Input Voltage: 90-140 VAC, 120 VAC nominal - 50/60HZ - Connection: NEMA 5-20P b. Output: 2000VA @ 1800 W, 120VAC - Connection: Min (4) NEMA 5-20R and (1) NEMA L5-20R. c. Interface: RS-232 USB Port d. Include all software, cables and manuals required for installation e. Minimum of one year warranty 12 Month Warranty and Maintenance Support: a. Minimum 12 month parts and labor warranty on all equipment (excluding UPS). b.
