- The United States Department of Agriculture (USDA), Animal Plant Health Inspection Services (APHIS), Wildlife Services (WS) provides to their stakeholders animal damage management. USDA APHIS WS has a requirement for two (2) factory new helicopters, for the purpose of feral swine damage management and disease prevention. The helicopters are to be of the light class, minimum 500 shaft horsepower and a seating capacity of five (5) passengers. The NAICs code for the product is: 336411 with a size standard of 1,500 employees. We are seeking interested small-business manufacturers that currently build helicopters with the minimum specifications: 1. 500 SHP minimum 2. 100 gal. fuel capacity 3. Five passenger capability 4. 120 knot cruise speed Helicopter Configuration 1. Energy Attenuating Seats 2. Cabin Heat System 3. Rotor Brake 4. High Skid Gear 5. Long Boarding Steps, right and left side. 6. Left Side Sliding Door 7. Dual Controls 8. Ground Power Receptacle Install Equipment 1. Engine Washing Device 2. Dual Ground Handling Wheels 3. Multifunction Cyclic 4. Air Conditioning System 5. Locking fuel cap. 6. Tie down fixtures. Avionics Installed 1. NAV/COM/GPS (Garmin) 2. VHF with cyclic freq. control 3. Transponder 4. Altitude encoder 5. Intercom system, pilot + passengers 6. ELT (406) 7. Attitude Gyro 8. Gyro Compass System 9. HSI 10. Magnetic Compass 11. Avionics Master Switch 12. Turn and Bank 13. VSI 14. Chronometer Engine 1. Torque measurement pick-up. 2. Fire detection system 3. Chip detectors (2). 4. Oil cooling system. This is not a request for Quotes or proposals, but instead market research to determine the number of small-business concerns prior to issuing a solicitation. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested small-business helicopter manufacturer, please provide the following information: 1) Small business name and point of contact; 2) DUNS number; 3). A brief Statement of Capability (no more than three pages) which demonstrates the ability to meet the specialized work requirements above. Electronic responses are preferred. Information provided will not be used as a part of any subsequent solicitation requirement. Interested manufacturers who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
