- The U.S. Army Corps of Engineers, Pittsburgh District has a requirement for repair work to be performed at the Whiteday Creek Bridge, located at the entrance to Opekiska Lock and Dam in Everettville, West Virginia. The Whiteday Creek Bridge is located at the entrance to Opekiska Lock and Dam in Everettville, West Virginia, in Monongalia County, 7 miles southwest of Morgantown. The bridge crosses Whiteday Creek at the location where it feeds into the Monongahela River. The bridge consists of three spans with two 50-ft end spans and a 100-ft long center span. All three spans of the bridge are comprised of adjacent pre-stressed concrete box beams. The bridge deck is an asphalt paved surface. The center span of the bridge is experiencing concrete spalling on the underside of the box beams that has led to exposed pre-stressed reinforcing strands that have started to corrode over time; thereby, reducing the load carrying capacity of the bridge. The repairs to the center span of the bridge will consist of removing patches of unsound concrete from the bottom of the concrete box beams, cleaning the exposed reinforcement, patching concrete, and applying an external structural strengthening system to the concrete. The strengthening system is required to be a bonded wet lay-up (pre-cured laminate will not be permitted) carbon fiber-reinforced polymer (CFRP) system that must be applied by a contractor licensed for this product. There is approximately 800 square feet of wet lay-up wrap to be installed. Additionally, the asphalt road surface will also be milled and replaced to improve surface drainage on the bridge deck. Asphalt resurfacing applies to all three spans - approximately 5,000 square feet total. The CFRP wrap repairs only apply to the center span, not the two end spans. Access for repairs on the bridge underside will be limited, as there is typically 5 feet (approximate) of clearance from the bridge underside to the water surface of the creek. The creek is approximately 15 feet deep at this location. The contract requires that all material removed from the bridge structure (i.e. concrete and asphalt) to be captured and disposed of at a commercially available, properly permitted, licensed landfill. The bridge resides on government property and can therefore be shut down as required for repair construction. Substantial traffic control measures will not be required. Magnitude of the project is between $250,000 and $500,000. Award will be made as a whole to one offeror using the Lowest Price Technically Acceptable Source Selection Process. This procurement is 100% Small Business Set Aside Firm Fixed Price acquisition. All responsible offerors are encouraged to participate. The period of performance to complete all work will be 120 days after the contractor received the notice to proceed. The Request for Proposal (RFP) will be issued approximately 21 April 2016, online through Federal Business Opportunities (FBO.gov), therefore, requests for hardcopies of the solicitation may not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website.
