Sole Source Synopsis - Notice of Intent to Award FA8629-16-C-2501 Battlefield Air Operations Kit Machine-to-Machine Interface Software Development and Support Contract NAICS Code: 541511; Small Business Size Standard is $27.5M. The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, and Reconnaissance/Special Operations Forces (ISR/SOF) Directorate, SOF Division, Battlefield Airman Branch, Wright- Patterson Air Force Base, Ohio intends to issue a Contract to continue development and maintenance of the Battlefield Air Operations (BAO) Kit Machine-to-Machine interface software suite for a period of three years and eight months. The Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. Market Research determined that the continued maintenance and development of the highly specialized M2M software is only available from one contractor without unacceptable delays or duplication of cost. The Government intends to execute the contract modification to make an award by 15 July 2016 to SRA International, Inc; A CSRA Company; 15036 Conference Center Dr., Chantilly, VA 20151-3848 CAGE 6R517. SRA International, Inc. is a large business. This is not a request for competitive proposals and no solicitation is available. The acquisition will result in the establishment of a new contract with SRA. The contract will consist of an eight month base period and three option years. The proposed acquisition will result in the continued development and sustainment of the BAO Kit M2M software suite under the currently approved BAO Increment II CDD. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within ten (10) days of this publication by contacting Joseph A. Plessinger via e-mail at joseph.plessinger@us.af.mil. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. An Ombudsman has been appointed for this acquisition. The AFLCMC Ombudsman, located at WPAFB, OH, serves as the Ombudsman for all of AFLCMC/WI, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to the Program Executive Officer (PEO) BES from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
