Description
Request for Information Non-manufacturing rule for Land Based Radios This Request for Information (RFI) is issued for market research purposes only. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation and submission of responses. This RFI is issued solely for information purposes and does not constitute a solicitation. All information received in response to this RFI marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The United States Department of State (DOS) is conducting market research to determine if there are any Small Business manufacturers that produce land based radios and fully integrated supporting and ancillary equipment including, but not limited to, repeaters, antennae, batteries, battery chargers, supporting cables, supporting CORES, Crypters, gateways, hubs, site controllers, infrastructure equipment for trunking, dispatch console equipment, base stations, ancillary items, associated software, etc. The results of this survey will determine if subsequent solicitations for these items should be set aside, or if no small business manufacturers can reasonably be expected to offer radios and associated products that meet the requirements listed below. If no small-business manufacturers can provide products that meet the DOS requirements, DOS will request a waiver to the Non-Manufacturer rule (see FAR 52.219-14 and 52.219-27). The DOS requirements are based on ensuring an extremely high level of flexibility, interoperability, and reliability necessary to ensure the safety and security of DOS employees and foreign dignitaries based in locations worldwide, including ambassadors, the Secretary of State, and other US Government officials visiting foreign countries. If granted, the waiver would allow otherwise qualified and authorized resellers to supply the products of any domestic manufacturer of radios that meet the requirements on a Federal contract set aside for small business. A manufacturer is a concern which, with its own facilities, performs the primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end item being acquired. 13 CFR § 121.406(b)(2); FAR § 19.102(f)(1). A concern may qualify a non-manufacturer if it: • Does not exceed 500 employees; • Is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; and • Will supply the end item of a small business manufacturer or processor made in the United States, or obtains a waiver of such requirement. 13 CFR § 121.406(b). The salient requirements for the land based radios are listed below. 1) All-band radio (a multi-band radio is not acceptable) - Radio must be available in any single frequency band (7-800Mhz, VHF, UHFR1, UHFR2) supporting P25 Trunking operation, as well as P25 Conventional and Analog Conventional. 2) Radio must be able to support P25 Radio Authentication to prevent unauthorized cloned radios from utilizing private network resources 3) Background P25 OTAP and firmware upgrades over Wi-Fi, enhanced data enables 10X increase in GPS data capacity 4) Radio must be FIPS certified for 140-2 Level 3 Security. 5) Radio must support the Over-The-Air-Rekeying (OTAR) key-lost key replacement function in order to allow user to request a new key even in the event that the Unique Key Encryption key (UKEK) has been lost. 6) Encrypted radios must be capable of OTAR radio to radio without requiring infrastructure support in addition to system designated methods. 7) Supports AES-256 algorithm for sensitive data traffic - FIPS-140-2 certified solution. Encrypted data utilizes an encryption module in the subscriber radio to ensure that all sensitive data traffic is encrypted from the CEN to subscriber. 8) Radio must support free form Alphanumeric Text Messaging on models with a display and full alpha-numeric keypad. 9) Vendor must offer Bluetooth capability on Mobiles 10) Integrated man-down trigger will automatically send an emergency with GPS coordinates if the user becomes incapacitated. SUBMISSION INSTRUCTIONS: Responses to this RFI shall total no more than 10 pages with text no smaller than 11 point; however, text included in graphics, tables, and figures can be no smaller than 9 point. Limit any foldout pages to two. A one or two page cover letter that includes the Offeror's Point of contact information (name, address, phone number, e-mail, and fax number), website URL (if available), DUNS number, Cage Code, business size, and NAICs codes, will not count against the page total. The submissions shall be in sufficient detail and clarity to provide DOS with the information it needs to assess the Offeror's products and may include documentation, product specifications, and other reference information to demonstrate that the Offeror manufactures radios and a full suite of integrated products that meet the stated specifications. DOS will review the material provided to ensure the Offeror's products adhere to its requirements.
