Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to solicit and negotiate a brand name acquisition for seven Zeiss powerdome ŪVELVET projectors for use in the Landing Signal Officer Trainer 2H111 under authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated award date for this contract is 3RD Quarter FY 2016. The 2H111 LSO Trainer (LSOT) is used to simulate the carrier aircraft recovery environment and incorporates a visual system and a simulated LSO station consisting of Landing Signal Officer Display System (LSODS) unit and base station console. The visual system consists of six Out-The-Window (OTW) projectors, projector support structure, a seven-channel Image Generator (IG) system, and a 270-degree horizontal by 30-degree vertical display screen to display the carrier environment and aircraft targets used in the LSOT simulations. The current BARCO FS35 projectors cannot meet the dark level requirement and project bright light points simultaneously to meet the demands for training on a moonless starless night condition. The IG system is a Quantum3D Independence 7000 series system that has seven operational output channels. The automatic scene alignment system performs an automatic alignment of the projectors to the display screen and the blending of the channel intersections. The Government intends to replace the BARCO FS35 projectors and its schedule and performance parameters require a solution that meets all luminance specifications, without modification (or additional channels) to the current image generator or screens. Market research was conducted via Navy Electronic Commerce Online (NECO) Solicitation number N6134016RFI01 posted on December 10, 2015 has revealed that the Zeiss powerdome ŪVELVET projector is the only item currently on the market capable of meeting these requirements. FAR Part 12.101(b) states that œagencies shall acquire commercial items or non-developmental items when they are available to meet the needs of the agency.  Since the Zeiss powerdome ŪVELVET projector is the only commercial item capable of meeting the requirement without modifying the host computer or adding additional Image Generators (IGs) to the trainer, this will be a brand name acquisition. NAVAIR Office of Small Business Programs concurs with this determination. This synopsis is a notice outlining the Government ™s intent to contract for Zeiss powerdome ŪVELVET projectors on a brand name basis. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Carly Galloway, Carly.Galloway@navy.mil in an electronic format that is compatible with Word 2010, no later than 27 March 2016 at 1300 EST. Any response to this notice must show clear and convincing evidence different brand name video projectors would be advantageous to the Government. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written contest to this synopsis is received, a Justification and Approval (J and A) in accordance with FAR Part 6.302-1 based on the rationale provided above will be initiated.
