Description
The Government conducted a Risk Assessment for the potential ERMA IDIQ requirement. Critical to this program's success, the Government identified three primary areas that present potentially moderate-significant risk. The Government hereby requests input on how to mitigate the identified risks, and asks industry to identify and discuss any other major program risks and associated potential mitigation approaches. Documentation submitted in response to this notice is due 15 April 2016, 1700 (CST). Response shall not exceed 3 pages (8 ½ X 11), 12 point font. >Risk Area: Capability and Experience The Contractors must provide an experienced workforce capable of performing services to achieve project requirements as outlined in Task Orders. Contractors must have experience with the unique requirements of environmental fieldwork, sampling and analysis, report writing, and the requirements of the Regulators. Additionally, the Contractors must manage the requirement for obtaining and implementing all necessary permits, licenses and certificates. >Risk Area: Operations Contractors must be able to anticipate and proactively address reasonable deviations in system operations and regulatory requirements to optimize system performance and schedule. Additionally, Contractors must appropriately plan to minimize external project impacts as well as implement proper response actions if planning fails. >Risk Area: Quality Control (QC)/Project Management Plan (PMP) Contractors must enforce a QC Program to ensure consistency in all aspects of execution of all Task Orders. Contractors must be able to develop and proactively manage a PMP throughout the duration of the period of performance. Your response shall be received by the MICC Environmental Division, not later than 15 April 2016, 1700 (CST). Documentation shall be forwarded to ALL of the following (via EMAIL ONLY): April J.
