Description
This effort will include all hardware, facilities, equipment, technical expertise, planning, management, manufacture and testing efforts to include all incidental services to produce the PATRIOT Sweep 9 modernization upgrade kits for the US Army and its Foreign Military Sales customers. The PATRIOT Sweep 9 upgrade includes the following modification kits and initial fielding spares: 1. Modification Kit, Antenna Support Group (ASG), Part Number (P/N) 13658575. 2. Modification Kit, Radar Weapon Control Interface Unit (RWCIU), P/N 13661012. 3. Modification Kit, Search Track Channel (STC) Upgrade, P/N 13705080. 4. Modification Kit, (STC) Upgrade, P/N 13661740. 5. Modification Kit, (STC) Upgrade, P/N 13661186. 6. Modification Kit, Peripheral Electronics Assembly (PEA Box), P/N TBD. 7. Modification Kit, Harmonic Generator, P/N 13659116. 8. Modification Kit, Radar, P/N 13706106. 9. Modification Kit, Radar, P/N 13706107. 10. Modification Kit, Radar, P/N 13706108. 11. Modification Kit, Radar, P/N 13706109. 12. Modification Kit, Exciter Group - LO1*/LO2/LO, P/N 13579903. 13. Initial Fielding Spares. This potential procurement will include access to classified information and hardware and will require the contractor to be a US corporation, which has a Defense Security Service approved secure manufacturing facility. Further, the Defense Contract Management Agency will be asked to conduct a pre-award survey of the contractor's facility to determine the capability to successfully fulfill the requirements of any resulting contract. To minimize risk to the PATRIOT program, First Article Testing (FAT), Environmental Stress Screening (ESS), Product Acceptance, Functional Configuration Audit (FCA), Physical Configuration Audit (PCA), and Production Qualification Testing (PQT) will be required. The technical data package (TDP) for this procurement is not available at this time. A TDP will not be provided in support of this request for sources sought. A copy of the TDP will be provided to cleared contractors in the event a solicitation is issued. The manufacturing data plan is proprietary to Raytheon Company and will not be available through the USG. Interested firms that are capable of providing the above mentioned items should submit a capabilities statement that includes the following information: 1. Company name, company address, overnight delivery address (if different from mailing address, Cage Code, point of contact, e-mail address, telephone number, fax number. 2. Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.) 3. Affirmation of cleared personnel. 4. A description of the company's expertise in providing manufacturing expertise and producing hardware as identified above. 5. The company's experience in meeting contractual due dates for similar type efforts. 6. An estimate of schedule and cost associated with the completion of FAT, ESS, FCA, PCA and PQT required to begin delivery of the production units for this procurement. All responses shall be unclassified, reference this synopsis number, and be no more than five (5) pages in 12-size Arial font. All assumptions, including any assumed USG support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. Your response to this RFI, including any capabilities statement shall be electronically submitted to keith.l.mcpherson2.civ@mail.mil. The USG will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. Information and materials submitted in response to this RFI will not be returned. This RFI is for planning purposes only and shall not be considered as an IFB, RFQ, or RFP. Additionally, there is no obligation on the part of the USG to acquire any products described in this RFI. Your response to this RFI will be treated only as information for the USG to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The USG does not intend to pay for the information submitted in response to this RFI.
