- Request for Quotation The U.S. General Services Administration (GSA), in accordance with its Inter-Agency Agreement (IAA) with the Federal Emergency Management Agency (FEMA), is the primary source to provide standard, commercial-off-the-shelf, cots in the event of a disaster/emergency as well as during replenishment efforts. This is a combined synopsis/solicitation for standard, commercial cots prepared in accordance with the format in FAR Subpart 12.6 Commercial Item and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested to establish multiple Blanket Purchase Agreements (BPA). The combined synopsis/solicitation is being issued as a Request for Quotations (RFQ) number GSASPB-16-Q-0007. The Contractor must provide all management, supervision, labor, facilities, and materials necessary to provide the supplies and services required under this solicitation which will include disaster/emergency as well as replenishment efforts. The GSA has determined that FEMA may need an estimated 10,000 cots delivered annually to various locations throughout the 48 contiguous United States, District of Columbia, Alaska, Hawaii, Guam, and Puerto Rico. A distinction is made between disaster/emergency and replenishment efforts. In a disaster/emergency situation, FEMA requires a fully completed order to be delivered within 72 hours. The first 1/3 of the order must be delivered within 24 hours after Task/Delivery Order award and the notice to proceed; the second 1/3 of the order must be delivered within 48 hours of the notice to proceed, and the final remaining quantity must be delivered within 72 hours of the notice to proceed. During a replenishment effort, FEMA requires a fully completed order to be delivered within 30 days after the Task/Delivery Order award and notice to proceed.
