Description
THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This procurement action is being conducted under FAR Part 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement. The Bureau of Engraving and Printing (BEP) Acquisition Office intends to award a firm fixed price (FFP) contract for annual membership training to International Banknote Designers Association (IBDA), Voie du Chariot 3, CH-1003 Lausanne Switzerland. IBDA is the only known source that can provide the capabilities required by the BEP that provides training for the following: Understanding Intaglio, Banknote Design & Perception Science, Banknote Design & Machine Readability, Communication & Education, Substrates & Durability, Level1 Features, The Design Process, Creating Colour, Learning from the Counterfeiter to create better designs. The period of performance will be one year or three hundred sixty-five (365) days. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Interested parties who believe they possess the technical capabilities to satisfy this requirement should submit documentation that clearly demonstrates their technical capabilities by 13 April 2016. All interested firms must respond to Richard Taylor, via email at Richard.taylor@bep.gov. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. BEP will not reimburse for any costs connected with providing the capability information.
