- Floor Plan Statement of Work 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposal nor will any award be made as a result of this SSS. The 115 th Fighter Wing will NOT be responsible for any costs incurred by interested parties in responding to this SSS. Only non-classified information shall be provided in your response. Copies of the submitted information may be reproduced for Government Review. 2. PURPOSE: This Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325510 which has a corresponding size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, Women-Owned small business concerns, etc. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. If you identify your company as a Small Business please indicate (with supporting rational) how your company would be Small Business given the restrictions identified in subparagraph (b)(1) of FAR Clause 52.219-14 (which states that at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern) based on prescribing language of FAR 19.508(e) and 19.811-3(e) Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 3. PROGRAM DETAILS: The 115th Fighter Wing at Dane County Regional Airport -Truax Field, Madison, WI is conducting market research seeking capable sources for removal of exiting Bead Blast Booth and installation of a new Bead Blast Booth. The contractor shall possess and provide currently certified factory trained service technicians and proof of current certification on the training and installed equipment; removal crew does not require factory certification. The contractor should provide a turnkey modular designed blast room system. The system includes a below grade, a 10'W X 10'H X 20'L (interior dimensions) fully modular blast enclosure, full floor media recovery system, HEPA filtration, electronically controlled pulse filter dust collector system, single operator blast/reclaim system with clean media storage hopper, Dense Particle Separator (DPS), properly sized air compressor with 400 gallon air receiver, and associated safety accessories. This system shall be typical of media blasting equipment common in industry and meet all requirements in UFC 3-410-04 and UFC 4-211-02. This Bead Blast Booth shall not supersede applicable laws and regulations unless a specific exemption has been obtained. Attached is the Performance Work Statement for the Bead Blast Booth as determined by Process Engineers. The current Bead Blast Booth requiring removal was designed by Pauli Systems. 4. Government Request: Interested parties are requested to submit a letter of interest and a statement of current capability. Statement shall include not only expertise in installation of bead blast booths of this size but also the ability to perform building modifications/connections to install bead blast booths with below grade recovery systems (organic or sub-contracted capability). The Government will use this information to determine the best acquisition strategy for this procurement. Email responses are preferred and may be submitted to the Contracting Officer.
