AG-0120-S-15-0015 Quote Submission Sheet US Forest Service, Region 10, AQM, 161 East 1st Avenue, Door 8, Anchorage AK 99501 The Contracting Office of the US Forest Service, Region 10 in Anchorage, Alaska intends to post a request for quote (RFQ) for the supply of GPS collars; drop off mechanisms and data retrieval. The combined synopsis solicitation is posted following this synopses. This is total small business set aside under NAICS code 334220. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested based on the requirements outlined in this combined synopsis/solicitation. A written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), for a firm fixed price type contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective 07 March 2016. This requirement is a total (100%) small businesses set aside. The associated NAICS code is 334220 and small business size standard is 1,250 employees. The actual quantity ordered will be based on the amount of funding available. Description of requirement: Background Game Management Unit (GMU) 6D, which includes Prince William Sound, is among the most popular places in the state of Alaska to hunt or view black bears. Despite being an important contributor to the economy and ecosystem of the region, there have been no studies specifically focusing on black bears in Prince William Sound since Modafferi's home range and movement study (1978, 1982). No population estimates exist and density estimates are widely varied and based on speculation (400 to 10,000 bears/1,000 km2) (Grauvogel 1967; McIlroy 1970; Modafferi 1982). In GMU 6D, bears are managed using harvest data exclusively. The Forest Service plans to conduct a study to examine black bear (Ursus americanus) home range, habitat use, and movements in relation to hunting pressure in Prince William Sound, AK. Bears will be fitted with GPS collars. Collars will be equipped with a programmable automatic drop-off mechanism and will acquire location data at 4-6 hour intervals for approximately a five (5) year period. After the collars are deployed, the Forest Service plans to locate bears three to four times per year from the air to assess collar fit, download data, and observe cub recruitment/survival. Collars will be programed to release in the dens at the end of the fifth year of data acquisition. Scope This is a supply requirement for the purchase of GPS collars; drop off mechanisms and data retrieval. Objective The data collected from the GPS collars will provide the Forest Service with an understanding of how sample of bears was utilizing food resources and whether or not they were accessible for harvest. Updated home range and movement data using new technology is necessary and complimentary to future genetics based research. The Forest service intends to purchase 25 GPS radio collars for black bears as a brand name or equal. 52.211-6 Brand Name or Equal (Aug 1999). This is a brand name or equal for the following: Brand Names: Collars: Telonics model TGW-4690; or Lotek Globalstar model track M. Drop off Mechanisms: Telonics CR-2A or Lotek Globalstar TRD Any product offered as an "equal" must meet the following Salient Characteristics: 1. GPS Collars a) Capable of collecting GPS locations and transmitting four (4) locations/day to user via Globalstar or Iridium platforms. b) Suitable for use on Black Bears with weight not to exceed 800g c) Fully user programmable to allow variable transmission schedules for GPS and VHF fixes, including greatly reduced transmission that can be programmed for hibernation period. Collar shall have activity/hibernation/mortality sensor. d) Average GPS battery life of four (4) years (90 seconds to fix) with six (6) GPS locations daily, and minimum battery life of three (3) years e) VHF transmitter with separate battery from GPS system to last at least six (6) months beyond GPS battery life with beacon on eight (8) hours daily. f) Collar shall stop attempting to obtain a location after a fixed length of time when the animal is in a location with poor satellite access (to save battery life) g) Collars shall have the capability to be refurbished h) Collars shall function in very wet rainforest/marine environment--typical coastal Alaska weather conditions. i) Collars shall be durable with an antenna design that is protected to prevent damage by chewing or breakage. 2. Drop Off Mechanism a. Programmable drop off mechanism that will release collar from animal at pre-determined time. b. Drop off time programmable by user. 3. Data Collection a. Data available via Secure data access (i.e. web page) where satellite data can be seen and then downloaded. Evaluation of Quotes: The Government will evaluate quotes in response to this solicitation and will award a contract to the responsible offeror whose quote, conforming to the solicitation, offers the best value to the Government. Evaluation will be done in accordance with FAR 13.106-2. Only products that meet the requirements of FAR 52.211-6 Brand Name or Equal will be evaluated. Three (3) evaluation factors will be used for evaluation. (1) Past Performance: The Forest Service will assess contractor's adherence to delivery schedules; and post award commitment to customer satisfaction. (2) Product features and quality: The Forest Service will assess the value of any features of the offered product that are in addition to the required salient characteristics. Products that include technology that improves successful fix rate in areas where satellite acquisition may be intermittent are desired. The Forest Service will also assess the reliability and performance of the product offered in environments similar to coastal Alaska by reviewing evaluations documented in peer reviewed journal articles. (3) Price: The Forest Service will evaluate the total price for all contract line items, including an assessment of price reasonablness.. The Government intends to select one (1) contractor; however, the Government reserves the right to make multiple awards in order to meet the requirement.
