- Small Business Set-Aside Total GSA Northwest/Arctic Region (Region 10) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order (MATOC) for the Southeast Service Center (SESC). Geographic coverage in Eastern Washington, Oregon and Western Idaho. Work sites include Wenatchee, Richland, Spokane, WA plus Baker City OR, and Boise, ID GS-10-P-16-LT-D-7001 Pre-Solicitation Notice / SYNOPSIS General Services Administration (GSA), Public Buildings Service (PBS), Northwest/Arctic Region (Region 10), Acquisition Division (10PQ), 400 15th Street SW, Auburn WA 98001 and 904 W Riverside Ave, Room 135, Spokane WA 99201 The North American Industry Classification System (NAICS) Code for this project is: 236220; Commercial and Institutional Building Construction and the size standard of $36.5 million in average annual receipts. This procurement is set aside completely for small businesses. Competition will be limited to small business firms with physical offices located within the geographic area of the GSA PBS SESC geographic coverage area. Construction firms, licensed for general construction in one of the following states of Washington, Oregon and Idaho with a bona fide place of business and able to self-perform a minimum of 15% to a maximum of 35% of general construction work (self performance target to be established at individual Task Orders) are invited to participate in this competition. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Joint Venture Agreements must be received and approved by the Small Business Administration (SBA) before submitting an offer as a Joint Venture. Both parties to a Joint Venture Agreement must sign any submitted offers for this procurement, provide individual past performance and financial statements. No corrections or changes are allowed after time of submission of proposal or bids. Other proposed Contractor Teaming Arrangements are allowable, but shall be clearly identified and formally proposed as part of the offerors proposal. Proposals based upon teaming arrangements must include formal agreements which clearly state the role and responsibilities of each firm. Financial statements and past performance documentation must be submitted for each firm included in a teaming arrangement. The acquisition milestones for this procurement are anticipated to be: Synopsis – March 16, 2016 Request for Comments: Scope of Services (Draft) – March 16, 2016 through April 1, 2016. (COMPLETE) NEW MILESTONE - DRAFT SOLICITATION FOR COMMENT 04/08/2016 - 04/19/2016 RFP Issuance – CHANGE APRIL 21, 2016 Solicitation Request for Information (RFI) period: April 8, 2016 – May 6, 2016. Pre-proposal Conference – CHANGE MAY 5, 2016 VIRTUAL & GSA IN SPOKANE, WA Award Issuance – CHANGE - JULY 15 to JULY 30, 2016 GSA anticipates awarding between 5 to 6 separate contracts as a result of the solicitation. Total contract length will be for five (5) years with no options. Awarded contractors are expected to compete by participation in follow on task order solicitations. Task Order solicitations will be issued by GSA offices assigned to the Acquisition Division within Region 10. Task Orders will specify one of four possible project delivery methods to include, construction, design-bid-build, hybrid design-build and design-build. Offerors awarded contract are expected to participate in all TO RFP’s issued unless capacity would prevent successful project completion. The aggregate contract ceiling for this IDIQ is $30 million dollars. The contract will include an option to increase the aggregate contract ceiling by $10 million dollars, provided the anticipated annual liquidation rate of $6 million is consistently exceeded in years 1 through 4. The government makes no representation as to the number of Task Orders or actual amount of work to be ordered, however, a minimum of $2,500 is established as the minimum guarantee for the placement of the contract. Contractors participating in all TO RFP’s, but which have not been awarded a TO in the first calendar year will be eligible to receive the funding for the minimum guarantee beginning in calendar year two (2). The “Order of Magnitude” for task orders is anticipated to range from $25,000 to the GSA current capital reinvestment threshold (“prospectus”), presently $2.79million. Task Orders may not exceed $5 million per single contract. The average Task Order is expected to have an Order of Magnitude of $100,000 - $250,000 with an estimated volume of 30 Task Orders during the period of performance of 5 years. Task Order solicitations will adhere to the competitive procedures outlined in FAR 16.5. Interested offerors should anticipate competing on simplified competitions on future task orders. This contract is subject to affirmative procurement policy which supports and enforces sustainable practices for design and construction in accordance with FAR Part 23. Proposal submission instructions will be included in the solicitation package. Offers submitted in response to the solicitation will be evaluated using the Trade Off Source Selection Process in accordance with FAR 15.101-1. A DRAFT SOLICITATION IS ATTACHED FOR COMMENT. The Government is requesting industry feedback and comments from industry regarding this effort. This IDIQ effort includes multiple project delivery methods which result in complete construction efforts. Construction efforts may be completed using construction, design-bid-build, BRIDGING design/build or design-build approaches. The intent of the Government is to tailor each task order to reflect the project delivery method which will result in the most efficient construction delivery schedule. Work to be accomplished under individual task orders includes design, engineering efforts and construction of interior and exterior projects on behalf of GSA. GSA is the federal owners’ representative for other federal agencies who rent office space from GSA. Downstream construction efforts will occur in Class A and Other Than Class A office space. Projects will also include Land Port of Entry (LPOE) facilities along the U.S. Border in Eastern, WA. Work will occur typically in fully occupied facilities with the majority of work occurring after hours. These projects are subject to Homeland Security Presidential Directive (HSPD) 12 Security Clearance Procedures. Some projects will include Sensitive But Unclassified (SBU) information which requires document control procedures throughout the project life cycle. Construction efforts will be performed by General Construction Contractors and associated trades, including but not limited to Mechanical, Electrical, and Plumbing.
