Description
Questions and Answers dated 8 April 2016 NOTE: This amendment incorporates RFP Questions and Answers dated 8 Apr 2016 The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Micro Drug Lab Recognition and Safety course. The IARNG anticipates award on or about 18 May 2016. Initial award will be for a base period from date of award to 30 September 2016, and will consist of a maximum of six (6) iterations of the course with dates and locations to be determined. The award will also be for one (1) option period that will include a maximum of 16 course iterations, dependent upon available funding and need determined by MCTC, with dates and locations to be determined from 1 October 2016 - 30 September 2017. The requested course shall provide a three-day, 24-hour block of instruction to law enforcement officers and/or military personnel. The course shall be designed to review the history and introduce law enforcement officers to the chemistry of domestic micro drug labs in order to better understand the processes and the hazards associated with these labs. This course shall cover safety practices, including the use of various engineering, administrative and personal protective equipment (PPE) hazard controls, to protect law enforcement who handle, sample and dismantle these drug labs. Proper and safe transportation and disposal requirements and procedures shall also be addressed as different agencies are increasingly assuming this responsibility. The course shall conclude with one of the following live cook demonstrations: One-Pot methamphetamine, butane hash oil (BHO), or Fentanyl. The course shall include hands-on practical exercises that are realistic and represent real world activities. The class shall challenge students to apply effective classroom theory to the exercises. Each hands-on exercise shall be followed by an after-action review of the students' products in order to ensure all training objectives have been met. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
