Description
SOURCES SOUGHT - NOTICE TO INDUSTRY Consultant Services in the Fields of Behavioral Health, Mental Health (Psychiatry), and Addition Medicine, Indian Health Service, California Area Office, Sacramento, California This is a Sources Sought Synopsis. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The information gathered will be used to identify potential sources and if this effort can be competitive or set-aside for small business. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. No solicitation, no specifications, and/or drawings are available for this procurement. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The California Area, Indian Health Service (CAIHS) has the need for an expert in the fields of Behavioral Health, Mental Health (Psychiatry), and Addiction Medicine. With the expansion of Drug Medi-Cal, via the California 1115 waiver, the Consultant, on behalf of CAIHS, will advocate and identify the American Society of Addiction Medicine (ASAM) services at Tribal/Urban (T/U) sites in California and Hawaii. This information will be used by the Consultant/IHS to develop the Indian Health Service Organized Delivery System (ODS). The 1115 waiver provides a mechanism for T/U healthcare programs to receive reimbursement for serving American Indians with substance use disorders/addictions. More than 83 certified substance use providers work in T/U clinics and this reimbursement would allow clinics to bill for these services, therefore expanding their capacity to meet the needs of their constituents. The consultant will act as psychiatric and addiction expert at the CAIHS. Responses to this Sources Sought are limited to ten (10) pages and shall be submitted to the Government no later than 2:00 p.m. PST on April 22, 2016. The firm's response shall include the following information: • Firm(s) Name, Address, Point of Contact, Phone Number, and E-mail Address; • Firm(s) interest in bidding on the solicitation if/when it is issued; • License, Certification, Education o Addiction Medicine License/Certification; o Child Psychiatry o Adult Psychiatry o Certificate in Addiction Medicine • A description of recent and relevant experience (past three years) in providing training (webinars) related to Opiate Addiction and Best Practice curriculum; • Demonstrable recent and relevant (past three years) experience work with American Indian adults and youth with mental health problems and substance use disorders; • Demonstrable recent and relevant (past three years) knowledge and experience in working within the California Native American T/U health care delivery system; • Demonstrable recent, and relevant (past three years) knowledge and experience with coordinating care among agencies that are developing the 1115 Waiver ODS, more specifically, the Centers for Medicare & Medicaid Services (CMS), California Department of Health Care Services (DHCS) Mental Health and Substance Use Disorder Compliance Division, CAIHS, Tribal Leaders, and T/U clinics seeking to obtain Substance Use Disorder funding. This procurement is for: • Professional Service • NAICS Code 621112 - Offices of Physicians, Mental Health Specialists ($11.0M) • FSC Code - R799 Other Management Services • IAW with FAR 52.219-14(c)(1), Limitation on Sub-Contracting Services, "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Prior Government contract work is not required for submitting a response under this sources sought synopsis. This notice is for market research purposes only. The Government hopes to issue a firm fixed price contract with a base period (365 calendar days) and four, one-year options (365 calendar days each).
