Description

This posting constitutes the U.S. Government's notice of intent to award on a sole source basis a contract to the Organ Preservation Alliance (OPA), 449 Lassen Street, Unit #9, Los Alto, CA 94022. The requirement is to produce a report on the Organ Banking Workshop held at West Point in August of 2015 for the Department of Chemistry and Life Sciences (CLS). OPA co-organized the Organ Banking Workshop and was present during the presentations. OPA has the necessary information from the workshop required to generate the report. This information consists of the summaries of the presentations and a summary of the finding and recommendations. Based on these facts, OPA is uniquely qualified to meet the Government's requirement to prepare a report in a timely manner. Period of performance is from the end of May 2016 through the end of September 2016. The estimated award amount is $20,000.00. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The applicable NAICS code is 561410 with a small business size standard of $15.0M. THIS IS NOT A REQUEST FOR QUOTATION OR A SOLICITATION FOR OFFERS.
