Attachment 3 - Pricing Template Attachment 2 - Clauses Attachment 1 - Statement of Work Department of Homeland Security (DHS) Office of Cybersecurity and Communications (CS&C) has a requirement to procure fifteen (15). XL-200P Harris portable radios with AES Encryption FIPS 140-2 Level 1, AES 256-bit encryption capabilities. (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. (ii) The solicitation number for this requirement is HSHQDC-16-R-00072 and is being issued as a Request for Proposal (RFP). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. (iv) This procurement is unrestricted. The North American Industry Classification System (NAICS) code is 517919 - for All Other Telecommunications). The Department of Homeland Security, Office of Procurement Operations intends to award a Firm Fixed Price purchase order. (v) See Attachment 1 Statement of Work and Attachment 2 Clauses. Both attachments will be incorporated into the awarded purchase order. (vi) The contract line item numbers (CLINs) for this requirement are attachment 3 (Pricing Template): (vii) The period of performance for this purchase order is: delivery 30 days after award. (viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2015) is incorporated into this solicitation. Offerors may obtain the full text version of this provision electronically at www.acquisiton.gov/far/ Offerors shall submit the following information as part of their quote: - Total Firm-Fixed-Price quote for the XL-200P radios with the quantity, unit pricing, shipping cost and total cost.. The total cost shall be inclusive of all services described in the Statement of Work. - Confirmation that the Offeror can meet the capacity, availability, and delivery requirements. - Completed clauses in sections x (FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items) and xiii (HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates) of this solicitation. (ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) is incorporated into this solicitation. (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: - Meet the technical specifications in accordance with the SOW - Delivery time - Past Performance for similar products -price (b) The technical factors above are listed in descending order of importance. Meeting the Technical Specifications is more important than delivery time, which is more important than past performance, and when combined, are more important than price. (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) (x) FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Nov 2015) is to be submitted with your quotes. (xi) FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (May 2015) applies to this acquisition. See Attachment 2- Clauses. (xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Nov 2015) applies to this acquisition. See Attachment 2- Clauses. (xiii) HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates (Jun 2006) is to be submitted with your quotes. See Attachment 2- Clauses. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable for this solicitation. (xv) Proposals are due no later than Friday April 15, 2016 at 12:00 p.m Eastern.
