- The US Army Contracting Command NJ on behalf of the US Army Armament Research Development and Engineering Center (ARDEC), Munitions Engineering and Technology Center (METC), Energetics, Warheads, and Manufacturing Technology Directorate (EWMTD), Demilitarization and Environmental Technologies Division, Demilitarization Technologies Branch at Picatinny Arsenal, NJ 07806-5000, is seeking sources for potential technologies for the demilitarization of riot control munitions. The Government's requirement is to perform demilitarization of a variety of CS (chlorobenzalmalononitrile) based riot control items, ranging from chemical bombs to hand grenades and mortar cartridges. The munitions of interest are listed below along with a brief description, their DODICs, and their estimated quantities in the demilitarization stockpile: • Bulk riot control agent, CS-1 (K768, K764): 210,000 items • Chemical bomb, BLU-52A/B, CS-2 (E381): 1,100 items • Launcher and chemical cartridge, M18, CS (B610): 12,000 items • Riot control cluster canister, M15, 50-pound, Tactical CS (F497): 6,500 items • Riot control grenade, M7A2/M7A3, CS (G963): 156,000 items • Mortar cartridge, M630, 4.2-inch, Tactical CS (C710): 6,600 items Interested companies that have identified potential capabilities to complete all or any portion of the above requirements should respond with the following information: 1. Technical description of the capability that would be used, including details for each major processing step (e.g., download, item pre-processing, item processing, etc.). 2. Identification of the labor requirements to run each processing step. 3. Anticipated throughput of items through the suggested capability (i.e., item quantity or weight per hour) and the availability of technologies for the processing steps (i.e., percent of operational time processing versus downtime). 4. Developmental time required before capability execution (i.e., full rate munitions processing), the major activities that must be completed during development (e.g., permitting, R&D, facilitation, equipment procurement and installation, etc.), and the estimated developmental costs, along with assumptions. 5. Operational costs (i.e., estimate of processing price per item or weight) to carry out the proposed capability, with associated assumptions. 6. Assessment of the flexibility of the identified capability to process a variety of munitions. Comment on the scope of the stockpile addressed. 7. Evaluation of the technical maturity and risk of the defined capability, along with potential risk mitigation strategies. Provide evidence that supports the company's ability to meet the needed requirements described above, including a summary of past related demilitarization experiences, if applicable. This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish Blanket Purchase Agreements (BPA's) with small businesses. In the event there are not enough responses from responsible, capable small businesses, then large business responses will be considered. All interested and potential firms must be registered in SAM, and current firms must update their records annually to maintain an active status. Please visit the SAM website to register and update https://www.sam.gov/portal/public/SAM/. However, registration in no way guarantees that a contract or assistance award will be issued. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this particular area of procurement. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small and provide your DUNS or Cage Code. Please provide the name of your firm, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested firms/companies are encouraged to submit their capabilities/qualification data NO LATER THAN MAY 9, 2016.
