- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a contract, on a sole source basis, to Electric Power Research Institute, Inc. (EPRI) for access to Program 66 ? Fossil Fleet for Tomorrow and Program 165 ? CO2 Capture, Utilization and Storage for a base period of one-year and two, one-year option periods. Program 66 ? Fossil Fleet for Tomorrow Program 66 focuses on identifying and advancing a portfolio of advanced fossil fuel-power generation technologies with dramatically higher generating efficiencies than the current fossil fleet. These are coal- and natural gas-based technologies that are not commercially available today, including Rankine cycles with steam temperatures exceeding 1200?F (650?C); closed Brayton cycles using CO2 as the working fluid; integrated gasification combined-cycles (IGCCs) with gas turbine firing temperatures exceeding 2700?F (1500?C); oxygen-blown combustion processes; and power generation concepts based on chemical looping and fuel cells. New topics planned include reciprocating internal combustion engines and large-scale, mechanical-based energy storage systems such as compressed air storage that could help fossil plants meet flexible operating requirements. Program 165 ? CO2 Capture, Utilization and Storage Program 165 provides information about the expected cost, availability, performance, and technical challenges of a range of flue gas CO2 capture processes. The program seeks and encourages the development of breakthrough post-combustion CO2 capture technologies with substantially lower energy and cost penalties. In addition, the program conducts the R&D needed to demonstrate the permanence, safety, and environmental acceptability of long-term CO2 storage from any power plant source. Also, the program looks at the options for CO2 utilization including EOR and non-EOR options. This is considered a sole source to EPRI because, to the best of NETL's knowledge and based on market research conducted, EPRI is the only known source that can provide this type of service and access to the aforementioned data. No known potential alternate sources exist which could satisfy NETL?s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on April 23, 2016. Responses must be submitted in writing to Erin.Kirchoff@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
