Description
The US Department of the Interior, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D16PS00311 as a Request for Quote (RFQ) on behalf of the Department of Commerce, National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet). AQD anticipates awarding a purchase order for conducting community relations campaigns and developing related planning activities, analyses, and strategy options to support FirstNet's mission for the nationwide public safety broadband network (NPSBN).The purchase order will be awarded for a base period of 12 months and one 12 month option period. This is an acquisition for commercial services and will be conducted using the guidance in FAR 13.5. The applicable NAICS code is 541820, "Public Relations Agencies". The small business size standard is $15 million. This procurement is being solicited as a small business set-aside. PURPOSE OF PURCHASE ORDER/SCOPE OF WORK: FirstNet is seeking contractor support services to conduct community relations campaigns and related planning activities, analyses, and strategy development to support the work of FirstNet's mission to ensure the establishment of a NPSBN pursuant to the Act. Services under the scope of this contract shall include: (1) communicating and developing information regarding FirstNet's policies, regulations, and activities where appropriate with relevant government and other officials; (2) communicating and developing key messages related to the Act and any other relevant laws to government and other officials as directed by FirstNet Government Affairs and Legal offices; and (3) providing related planning activities, analyses, and strategy options regarding the potential effects and implications of FirstNet's, states' and territories' actions on FirstNet's mission and operations. The Contractor shall provide community relations support services to FirstNet that will allow the agency to meet its obligations and carry out the agency's mission. These community relations support services shall be provided on a non-exclusive, as-needed basis in response to long- term and short- term task assignments to be determined by FirstNet based on the volume, complexity and urgency of the issues and questions that may arise requiring community relations campaigns and related planning activities, analyses, and strategy options. Multiple assignments on related matters may be made simultaneously, and the Contractor/Firm may be required to coordinate on community relations support services in one or more jurisdictions. Source Selection Procedures as identified in FAR Part 13.106-2 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions.
