Description

NOTICE OF INTENT TO AWARD TO A SOLE SOURCE Under the authority of FAR 13.106-1(b)(1)(i), "Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deems only one source reasonable available." This notice of intent is not to request for proposals or quotes. However, all interested and responsible sources may identify their interest and capability to respond to the requirement to submit an offer and technical capabilities, no later than April 19, 2016 at 8:00AM (EST). All responses received within five calendar days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract award based upon responses to this notice is solely within the discretion of the Government. The Department of Veteran Affairs (VA) Acquisition Business Service (ABS) intends to negotiate a Firm-Fixed Price (FFP) single source award to: Accreditation Council for Pharmacy Education, 135 LaSalle Street, Chicago, IL 60603-4177, for the eligibility and accreditation for National Accreditation to the Telehealth Services National Training and Resource Centers, which in turn provides the ability to offer continuing education credits through the Centers from one or more of the following entities: Council for Continuing Medical Education (ACCME), the Accreditation Council for Pharmacy Education (ACPE), and/ or the American Nurses Credentialing Center (ANCC). The North American Industry Classification Systems (NAICS) code for this requirement is 561990 with the size standard of $11.0M. This acquisition provides Telehealth National Training and Resource Centers accreditation services to offer training that meets VHA strategic standards. Joint Accreditation offers VA the opportunity to be simultaneously accredited to provide nursing continuing education activities through a single, unified application process, and set of accreditation standards. The contractor shall provide the National Telehealth Training and Resource Center with the status of National Accreditation. Along with Accreditation the Training Centers will be able to provide continuing education for licensure of multiple disciplines for those who provide care in the VA to Veterans. This will support the clinician to relicense and also to decrease travel and educational expenses by the VA for this activity. Accreditation is a process that assures the educational community and the general public that an institution or a program has clearly defined and appropriate objectives and maintains conditions under which their achievement can reasonably be expected. It encourages improvement through continuous self-study and program review. It fosters excellence in postsecondary education through the development of principles and guidelines for assessing educational effectiveness. The period of performance will include one base year and four one year option periods.
