Description
Market Research and Request for Information (RFI) For High Power Vehicular Tunable Filters This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or a Request for Proposal (RFP). Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Based Specification. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information submitted in response to this RFI. This is an RFI only. The Government is developing an acquisition strategy and is seeking to obtain price, delivery, capabilities, and other market information for planning purposes. Please make your responses detailed as possible. Description: Product Manager (PdM) Electronic Warfare Integration (EWI) is seeking industry feedback regarding a potential future requirement to develop high power vehicular Tunable Filters. The requirement would be to research, develop, test and evaluate RF Interference Mitigation (RIM) Tunable Filter solutions to support the Electronic Warfare and Blue Force Communications System Compatibility. The purpose of this RFI is to identify vendors and sources that have existing technology that they believe will meet and/or mitigate compatibility issues arising from collocated systems as well as identify and strategize an evolutionary capability over time. Responses: Responses to this RFI should be as follows: 1. If so, please provide the following information: • Cost for RDT&E for each specification • Cost of 30 Engineering Development Models (EDMs) • Itemized cost of Qualification and Design Verification tests 1. Environmental Test 2. Electromagnetic Interference and Compatibility Test 3. Appendix A in the Specifications - Verification Cross Reference Matrix • Compliance Matrix against the 4 specifications provided, to include a mitigation path for items that cannot be met. • Cost of an EDM Government test support activities, 3 events within CONUS 3. Would your company bid to obtain a contract for production of high power vehicular tunable filters, with the understanding that requirement for production may fluctuate up or down based on immediate need? If so, please provide the following information: • Companies production capabilities • Cost for the production of the following item counts: 100, 250, 500, 1000, 2500 and 5000. • Would there be a potential cost advantage being purchased in sets of 2 or 4 All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. Parties may begin submitting questions immediately by email to Kent Gibson at kent.k.gibson.civ@mail.mil. The Government does not guarantee that questions received will be answered. Answers to questions may be distributed to all interested vendors unless the question is identified as propriety. Telephone responses will not be accepted. Requests for technical information (controlled unclassified information) shall be sent to Alison Powell at alison.t.powell.civ@mail.mil. Offerors must make their request no later than 1300 EST on 26 Apr 2016. Requests after this date will not be honored. Ms. Powell will disseminate via AMRDEC Safe Access File Exchange. All submissions are due at the location below no later than 1500 hrs ET 10 May 2016. Responses will only be accepted unclassified and in hard copy form. Submit responses to: US Army, PM EW&C, ATTN: SFAE-IEW-EW Security Office, 5100 Magazine Road, Aberdeen Proving Ground, MD 21005. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. All interested sources are invited to provide responses to the RFI.
