- Market Research - Request for Information Publicly Available Electronic Information (PAEI) Pilot OPM-Federal Investigative Services Request for Information (RFI) Disclaimer: This RFI is only for the purpose of identifying potential sources as part of OPM's market research. No RFQ exists; therefore, do not request a copy of the RFQ. Responses to this RFI are not quotes on which OPM can issue any contract or order. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The Government does not intend to award a contract or order based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. OPM will not pay for information received in response to this RFI. Submission of any information in response is purely voluntary and OPM assumes no financial responsibility for any costs incurred. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Background: The Office of Personnel Management-Federal Investigative Services (OPM-FIS) conducts background investigations pertaining to Individual Subjects (Subjects) for the federal government. OPM-FIS is seeking a contract with a vendor for a pilot that will incorporate automated Publicly Available Electronic Information (PAEI) searches into the background investigation process. For the purposes of this pilot, PAEI is defined as any information that has been published or broadcast for public consumption, is available on request to the public, is accessible on-line or otherwise to the public, is available to the public by subscription or purchase, or is otherwise lawfully accessible to the public. Request for Information: At this time OPM is releasing this request for information (RFI) as a part of market research supporting the above requirement. Please respond to the following: Do you have the capability to conduct automated and expansive searches using web crawlers/software to accurately identify publicly available electronic information (PAEI) pertinent to a specific Subject? (PAEI includes, but is not limited to, news and media sites, social media sites, micro-blogs, social networking sites, blogs, forums, public record court websites, picture and video sharing websites and on-line commerce websites.) Yes_________ No__________ Do you have the ability to search for PAEI in the parts of the World Wide Web whose contents are not indexed by standard search engines? Yes_________ No__________ Can you generate detailed PAEI reports for each Subject for whom your search identified PAEI, including, at a minimum, a summary page for each response that identifies the websites, networks and databases that have been matched to an individual's on-line presence? Yes_________ No___________ Are you considered a Consumer Reporting Agency and/or in compliance with the Fair Credit Reporting Act? Is your PAEI search capability automated (with no human intervention); accessing hundreds of websites to include those whose contents are not indexed by standard search engines?
