Description
AMETEK EQUIPMENT LIST The Centers for Disease Control and Prevention, Division of Laboratory Sciences (DLS), intends to award a sole source firm-fixed price contract to obtain a service agreement, including technical maintenance and service support of AMETEK instruments to AMETEK Advanced Measurement Technology, Inc. 801 South Illinois Avenue, Oak Ridge TN 37831-0895. The contract will be for a base period of 12 months and four 12 month option periods. DLS uses a variety of equipment from AMETEK to accomplish its public health mission and the instrumentations are used in analyses performed for radiological terrorism and emergency response and in research and development to establish new analytic methods. Therefore, these instruments must be operational at all times to provide emergency response capabilities. DLS along with the Nuclear/Radiological Incident Annex, are the single location for measuring radiological warfare agents or their metabolites in humans. The instruments used are highly complex with integrated computer operations and dedicated software and their proper maintenance and repair requires a high degree of technical skills and long-term familiarity with the instruments. The Contractor shall be able to provide telephone support, on-site repairs by qualified engineers, priority response time, and coverage of all parts and travel to the CDC. AMETEK, a global manufacturer of electronic instruments and electromagnetic devices, developed the software, hardware and instrumentation packages for the laboratory purchased by DLS. AMETEK has the unique perspective of not only being the manufacturer but knows the product as well as processes all the parts and information to repair the instrumentation. Accordingly, AMETEK possesses the patented technical data specific to the laboratory instrumentation currently being utilized. In addition because the instrumentation and software purchased are proprietary, no other manufacturer can provide the required software function upgrades. There are currently no other vendors with the capability to repair these instruments or satisfy the program's requirements. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. The government will review capability statements submitted to determine whether to conduct a competitive procurement.
