- 14-00011 BEQ & DLV Schedule ACQUISTION REQUIRES REVISED SYNOPSIS OF PROPOSED CONTRACT ACTION. DETAILS FOLLOW BELOW: This is a notice of intent that AFSC/PZABB anticipates issuing a Firm-Fixed Price (FFP) requirements-type contract to support the sustainment of two National Stock Numbers (NSNs) included under the AAR-44B system. Planned contract shall provide for test, teardown & evaluation; repair; condemnation; and engineering services in support of the Energy Detection Assembly (NSN 5865-01-494-7162EW) and the Infrared Warning Receiver System (NSN 5998-01-564-3130EW). Contract will be a five year contract and shall include a basic ordering period of twelve months and four individual optional out-year ordering periods. Each optional out-year ordering period shall allow for an ordering period of twelve months; resulting in a total five year contract period if all options are exercised. A description of the projected Best Estimated Quantities (BEQs), NSNs, item description, nouns, part numbers and delivery schedule is contained in the attached spreadsheet titled "14-00011 BEQ and Delivery Schedule". The proposed contract action provides for supplies or services for which the Government intends to solicit and negotiate with only one source, L-3 Communications - Cincinnati Electronics (L3-CE), CAGE 80045, 7500 Innovation Way, Mason, OH 45040, in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government does not own the data or the rights to the data needed to contract repair of parts from additional sources. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. All proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All potential offerors should contact the buyer/PCO identified below for additional information and/or to communicate concerns, if any, regarding this acquisition. Foreign contractors are hereby advised that foreign participation in this acquisition is not permitted. Amendment to the solicitation posted on 04 Jun 2014 is planned to be released on or around 29 April 2016. Estimated award date: 30 September 2016.
