- Attachment 1 - AWS III Deployment RFI 8 April 2016 REQUEST FOR INFORMATION TITLE: Advanced Wireless Services (AWS) Spectrum Relocation Law Enforcement Video Transmission Network (LEVTN) Issuance Date: April 8, 2016 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. DHS is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. 1.0 DESCRIPTION In support of the Department of Homeland Security's (DHS) Advanced Wireless Spectrum Relocation Plan, DHS is seeking information on the availability of qualified contractors to provide engineering and network management services for the installation, operation, and maintenance of a Law Enforcement Video Transmission Network (LEVTN). The LEVTN will consist of A) multiple fixed sites providing wireless connectivity to wired infrastructure as depicted in Figure 1 and B) an existing nation-wide wired network backbone for the transport of law enforcement video. Each fixed site contains one or more government specified outdoor digital mesh nodes and associated ancillary equipment, e.g. antenna, cables, and electrical power. The mesh nodes are physically small (<1 ft3), low RF transmit power (< 2 watts) units utilizing Coded Orthogonal Frequency Division Multiplexing (COFDM) and transmit and receive in the Federal microwave frequency bands. The fixed sites provide connectivity to multiple portable and mobile digital nodes. To gain the benefits of economy of scale the wireless network will be integrated with the current DHS systems, fostering interoperability and when applicable be made available to other Federal law enforcement agencies. Data from the mobile and portable nodes will be transmitted to a fixed wireless node and then to a wired node where wireless data shall be off-loaded to the wired infrastructure. The wired infrastructure is a government MPLS network that provides connectivity of all nation-wide mesh nodes and local and regional field offices via Trusted Internet Connections (TIC). Mobile and portable LEVTN access is managed at regional centers. Figure 1 Mesh Node System Topology (See Attachment 1 - AWS III Deployment RFI 8 April 2016) 2.0 SCOPE The Department of Homeland Security is seeking information from companies who provide various microwave radio and network installation, operation, and maintenance support for networks which may be used to transport video and control data, bi-directionally, in a mesh topology. As a result of a future spectrum auction by the Federal Government, DHS must address the challenges of operating with a reduction in microwave channels, while at the same time receiving an increase in subscribers to the systems. The Government shall provide frequency authorizations for the government specified mesh equipment, specifications for the mesh equipment, and areas to cover within the 43 cities identified below. Per the AWS-3 Spectrum Relocation Plan, the LEVTN system will be deployed in several cities across the United State. The initial cities for deploy are listed below and there is the potential for additional cities in the future. Responses should address the capability to expand support beyond the initial cities in their capabilities statements. Provide a mesh node to video management system storage and retrieval network design that facilitates the integration of the video streams from the nodes to network management, storage, and retrieval. The system will be geographically implemented providing for local RF collection and storage support with the capability to link local systems via a common network backbone. The video management system is an existing government provided system. 2. Provide engineering services to design and install government identified COTS fixed wireless equipment with connectivity to the wired network in 43 cities across the United States; 3. Provide technical and program management support for the LEVTN. 4. Maintain and operate the system from the fixed mesh nodes to video management system. 5. Provide network NOC and SOC support for the wireless portion of the LEVTN. 3.0 CAPABILITY STATEMENT SUBMISSION Vendors are requested to provide a summary of capabilities for the design, build-out, operation, and maintenance of the LEVTN and past experience with similar systems. In addition to describing your services, please be sure to address, in your response, all of the requirements identified in the scope of this RFI. 1. Describe any project management, configuration support, release management, system integration and implementation, helpdesk, and other support services available in connection with your product/services described in your response. 2. Please be sure to describe experience with providing similar services to industry. In particular, note any experience supporting an agency of comparable size or organization to the DHS. 3. Submit Rough Order of Magnitude (ROM), in a dollar amount, to perform/deliver components in the contemplated requirements section of this RFI. Associated assumptions related to the ROM are welcomed. 4. Company name and business size. 5. If your response does not accommodate a particular requirement mentioned in this RFI, please confirm that point. Interested parties are requested to submit a Capability Statement addressing the following: 3.1 Service Description (Two (2) page maximum for each of the requirements outlined in the scope of this RFI. All page limitations are based on single sided pages, 8.5 x 11 inch paper, single spaced, with 12 pitch Arial or Times New Roman font and 1 inch margins.) 3.2 Vendor Capabilities (Two (2) page maximum) Define Vendor capabilities and resources available to address the requirements in the RFI scope including: a. Vendor facility and manpower capacity and limitations in meeting Government requirements under a five year multi-million dollar IDIQ contract b. Engineering capabilities for the design, deployment, operation, and maintenance of the system 3.3 Vendor Information - Security/ Size of Firm (One (1) page maximum) a. Security - Vendor's current DHS Suitability status and ability to acquire DHS suitability for production and contractor personnel in a timely manner. b. Size of Firm - number of employees, total revenue for 2015 and estimated for 2016, and size standard in accordance with FAR Part 19 • Small Businesses Only - If you are a small business in accordance with FAR Part 19, provide a brief explanation of how your firm would meet anticipated production requirements referenced in 3.2.a. above. Solution may include teaming arrangements, etc. 4.0 SUBMISSION INSTRUCTIONS Interested parties are required to address ALL of the points identified in 3.0 above. Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. Each electronic submission shall include: • RFI number and "AWS-3 Deployment RFI Capability Statement" in the Subject Line • If the submission includes more than one electronic email, please include the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the Subject Line • In the body of the email, include a Point of Contact (POC), phone number and email address of the person to be contacted regarding any correspondence between the Government and the Vendor. This person should be a primary contact and capable of addressing questions or issues associated with the submission and content of the Capability Statement. • Include a brief summary of email content, Vendor name and firm's mailing address • The Capability Statement attached to the email Capability Statements shall not exceed the number of pages stated in 3.0 for each topic, excluding Cover Page. All Capability Statements shall be submitted to Kenneth Arena, Contract Specialist, at the following email address, Kenneth.Arena@hq.dhs.gov no later than 5:00 pm EDT April 29, 2016. Capability Statement receipt time will be determined by the recorded time of receipt in the above email box. In the event submissions include multiple electronic files, all files must be received in the electronic mail box by the due date specified above to be considered timely. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid DHS, please segregate and mark proprietary information. Please be advised that all submissions become the property of the Federal Government, and will not be returned. Responses to this RFI may be reviewed by Government technical experts drawn from staff within DHS and other Federal agencies. The Government may use selected support contractor personnel to assist in the review of the capability statements. These support contractors will be bound by appropriate non-disclosure agreements to protect proprietary and source selection information.
