- DTPH5616Q00005 General Information Document Type: Special Notice Title: Instructor Certification Training & Development Program Solicitation Number: DTPH5616Q00005 Posted Date: 4/1/2016 NAICS: 611310 Colleges, Universities, and Professional Schools $27.5M Under the authority of Federal Acquisition Regulation (FAR), Part 6.301 and 6.302, the U.S. Department of Transportation (US DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) intends to contract with Oklahoma State University (OSU) on a sole source basis to create an instructor certification training and development program for PHMSA's subject-matter experts. Once trained, subject-matter experts will ultimately train other agency personnel on behalf of PHMSA's Inspector Training and Qualifications Division (PHP-70). This award will be made using FAR 13, Simplified Acquisition Procedures. OSU is uniquely equipped to deliver this program. Their Trade and Industrial Arts program is approved and certified by the Oklahoma Education Quality and Accountability Office (OEQA). The OEQA certification is the premier benchmark for the American Council on Education (ACE) accreditation, and ACE accreditation is a PHP-70 strategic goal. Courses made for the certification program under their director would be eligible for inclusion in the university's undergraduate and graduate degree programs. Moreover, key personnel within their department not only have critical experience developing and delivering instructor certifications programs but also specialized knowledge of explosives and ammunition training, training material that will help inspectors appreciate risks associated with pipeline explosions, understand when a breach may be imminent, and learn how to prevent associated risks. Please note, this is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
